第1章认识新托福
托福考试（TOEFL，Test of English as a Foreign Language）是由位于美国新泽西州普林斯顿的一家专业的考试研发机构——教育考试服务中心（ETS，the Educational TestingService），从1965年起研发和承办的一种针对母语为非英语人士的英语水平测试，其目的是考查考生在北美学术环境下理解和使用英语的能力。托福考试的成绩将帮助招生官员确定考生的英语技能是否达到了其所申请学校和专业的要求。托福考试是覆盖范围最广的英语考试，在全世界180多个国家举行，每年大约有l00万考生参加托福考试。托福考试的成绩在世界上广为认可。美国和加拿大的5 000多所院校和机构要求学生提供托福成绩作为申请入学的条件或作为其语言能力的证明。除美国和加拿大以外，托福考试还被英国及其他欧洲国家，澳大利亚、新西兰、中国香港、新加坡、日本、韩国等90多个国家和地所接受，作为留学的英语水平认证。不同的院校和专业，以及本科和研究生阶段的学习对托福成绩要求不太一致，托福考试也不设最低及格线，考生可向申请院校查询详细的相关信息。
新托福是指基于因特网的托福考试（TOEFL iBT；Interact-based Test），它取代了以往的基于计算机的托福考试（TOEFL CBT；Computer-based Test）和基于纸笔的托福考试（TOEFLPBT；Paper-based Test）。新托福考试于2005年9月在美国起用，2006年9月15日在中国开考，并以滚动的方式在全球展开。新托福一旦在某个国家或地区实行，旧托福（Computerbased Test，Paper-based Test）将不再使用。旧托福考试在衡量考生的英语水平方面曾起到了巨大的作用，但也存在着一些显而易见的缺陷。旧托福考试辅之以口语考试（TSE，Testof Spoken English）和写作考试（Test of Written English）模式僵化，条块分割。它采用多项选择的形式来独立考查考生的语言能力，没有将语言的运用看做一个综合的整体，其后果是考生重形式、轻运用，产生了许多高分低能的考生。再加之由英国剑桥大学地方考试委员会（The University of Cambridge Local ExaminationS"Syndicate，UCLES）、澳大利亚高校国际开发署（IDP Education Australia）及英国文化委员会（The British Council）所举办的国际英语语言测试系统（IELTS，International English Language Testing System），简称“雅思”考试带来的竞争压力，迫使ETS不得不对旧托福进行全方位的改革，推出新托福，旨在衡量学生将来在学术环境下成功交流的能力，反映语言作为一个整体使用的真实情况，以及紧跟语言教学的最有效的方法，即从对英语语言（特别是语法）的关注转向重视综合使用各项英语技能进行交流。新托福的目标是使通过考试的母语为非英语的学生克服语言困难，迅速适应北美校园及日常生活。有鉴于此，新托福在测试理论、内容结构、评分标准等方面都比旧托福有了较大的改进。

Introduction

新托福考试是指基于因特网的托福考试（TOEFL，Internet-based Test）。有人将其中的Internet-based Test的首写字母缩略词iBT戏称为“我变态”。此话虽为幽默之言，但却可以启示我们从托福考试的研发和承办机构ETS（Educational Testing Service）和中国考生两个方面来探究一下新托福考试为什么“变态”。
对于ETS而言，新托福的“变态”是指形态的变化，即考试理念、内容和形式等的“变态”。新托福（iBT）的“新”体现在对旧托福的传承和改造之中。旧托福包括基于纸笔的托福考试（TOEFL PBT，Paper-based Test）和基于计算机的托福考试（TOEFL CBT，Computer-based Test）。托福考试自1965年推出至2005年新托福出现，整整经历了40年的时间。其间，虽然有两种不同版本的考试，即旧托福笔试（PBT）和旧托福机考（CBT），但总的测试理念没有变化。旧托福以语言能力理论为其理论基础，辅之以口语考试（TSE，Test of Spoken English）和写作考试（TWE，Test of Written English），采用多项选择的形式来客观、独立地评估考生的听力、阅读和语言结构的能力，非常注重对词汇、语法和信息点的考查。旧托福的测试理念认为一个人的英语语言能力可以分解成几个独立互不关联的方面，如果各个独立的方面做好了再组合起来，这个人的语言能力就会较强。这种考试模式在相当一段时间里，深深地影响了各种英语测试，也引导着人们学习英语的方式。在中国，有一段时期关于托福考试的听力书、词汇书、阅读书和语法书一时洛阳纸贵。大学宿舍里似乎每个人的书架上都能找到几本托福书，校园里常见的景象是学子们手执托福词汇书摇头晃脑，自习室里用来占座位的托福书也星罗棋布，还有人在上其他课时教材下面也“潜伏”着一本托福书……学托福、考托福成为一种时尚。其中一些人通过海量的练习拿下了高分，获得了奖学金并圆梦北美。然而，随着时间的推移，很多人包括那些成功登陆北美的人感到困惑了。自己托福拿了很高的分数，按理说词汇量和语法应该没问题，但怎么还是不能说一口流利的英语，写一手漂亮的英语文章呢？原因很多。但其中与旧托福的测试理念和形式也不无关系。旧托福的一个致命缺陷就是没有将语言的运用看作一个综合的整体，其后果是产生了大量的，重形式、轻运用的高分低能的学生。
