Author Description

孟艳（1973年-），女，经济学博士，供职于财政部财政科学研究所金融研究室，副研究员，硕士生导师。
主要研究领域：金融理论与政策、财政理论与政策、国际财经等。目前，已出版《我国银行监管的有效陛问题研究》、《政策性融资：国际经验与中国实践》、《中国政策性金融向何处去》、《商业银行经营管理学》等专著与合著10余部，合作出版《金融市场与机构》译著1部。在《财政研究》、《改革》、《经济社会体制比较》、《中国金融》、《中国财政》、《中央财经大学学报》、《国际经济合作》等期刊发表论文100余篇，承担国家社科基金课题、省部级课题等研究项目40余项。荣获第五次全国优秀财政理论研究成果评选一等奖、三等奖，以及省部级社科优秀科研成果奖多项。

1.担保或保险
美国住房金融体系中存在多样化的担保，既包括联邦住房管理局、退伍军人管理局等对一级市场的担保或保险，还包括房利美、房地美、吉利美等对二级市场的担保，还有联邦政府对“两房”等政府发起企业的隐性担保。美国大部分抵押贷款同时被保险或担保，这种“押上加保”机制不仅增加金融机构抵押贷款的信心，也通过贷款的标准化为二级市场的发展创造了条件。
2.流动性管理
联邦住房信贷银行体系为8000多家会员机构提供预付款，会员机构可以使用住房抵押贷款作为抵押品获取预付款，这种预付款对金融机构而言是一种低成本的资金来源，预付款主要流向了凭借自身实力无法进入资本市场的小型金融机构，通过流动性支持和管理，联邦住房信贷银行体系发挥着第二中央银行的作用，使小型金融机构也可以参与住房金融市场，为住房金融市场提供广泛和多样化的金融服务。
3.证券化支持与调控
证券化业务本质上也是流动性管理的范畴，它把沉淀在一级市场的长期资金盘活，极大地拓展了美国住房金融市场的资金供给范围和供给量。证券化业务最初是由政府发起企业首创承办的，房利美、房地美这两大政府发起企业和吉利美一直是住房抵押贷款证券化市场金融中介的主力，20世纪90年代以后，私人金融机构才开始在证券化市场活跃起来，但是，国际金融危机发生以后，私人金融机构的证券化业务全线萎缩，住房金融证券化市场的运转几乎全靠三大政府背景的机构支撑，可以看出提供证券化支持是美国政府住房金融政策的重要内容。
美国绝大多数住房抵押贷款会最终流向二级市场，它们必须符合政府发起企业设立的审核标准，否则，很有可能在二级市场上卖不出去，因此，三大机构可以通过证券化业务引导一级市场抵押贷款的标准和规模，政府对住房金融市场的调控主要集中在二级市场。联邦政府通过三大机构等政府直接设立和直接管理的机构在二级市场上进行抵押证券的买卖来吞吐资金流量，控制住房金融机构的资金总量，达到间接调控住房市场的目的。

Introduction

对家庭而言，住房是非常重要的必需品，组成汉字“家”的两个部分中，“^”的意思就是房子，有了房子才有家。这形象化地表示了我国文化中人们对于住房重要性的认识。正是由于住房属于居民家庭的基本生活需要，世界各国普遍重视解决居民住房问题，政府通常根据本国实际情况采取诸多政策措施来改善居民住房条件。
我国政府在解决居民住房问题方面，已做了大量卓有成效的工作。在计划经济体制时期，我国城镇居民实行的是福利分配的住房制度，居民只要定期缴纳较低的租金即可，但也带来了住房供给不足、人均住房面积小等问题。20世纪90年代，我国取消已经延续几十年的福利分房制度，全面推行城镇居民住房市场化、货币化改革，让市场机制在住房建设和分配方面发挥主要作用，十多年来的发展中，全国住房面积快速增长，据测算仅2003-2011年的八年间，我国住房存量面积就增加了一倍，城镇居民人均住房面积得到较大提升，住房状况明显改善。当然，相对于现实需求而言，我国住房领域仍存在一些改善之处，尤其是一些新的矛盾有所凸显，最为突出的是一部分居民对“房价高、住房难”的反映十分强烈。
近年我主持了国家重大社科基金招标项目“完善我国住房政策体系与规范房地产市场秩序”（项目编号：10ZD&033），以理论密切联系实际为基本导向，组织科研人员对住房领域的问题展开较全面的研究。孟艳同志参加了这项重大课题的研究工作，承担子课题“改革和完善住房金融政策”的研究任务，本书就是她深入研究住房金融问题的一份成果。
住房金融政策对于住房市场的健康运行至关重要，因为住房金融的供给过剩或不足时常成为房地产泡沫或萧条的助推器，会放大宏观经济运行的波动幅度。因此，各国政府都在探索如何更加科学合理地制定住房金融政策，如何建立更加高效运转的住房金融体系。与住房制度改革相伴而行，我国住房金融体系逐步建立和发展。1994年以来，我国建立了以住房公积金为代表的政策性住房金融体系，发挥住房公积金互助性的特点，配合推行住房制度改革为居民购买房改房提供贷款，此后，住房公积金贷款仍然是许多居民住房融资的首选。此外，更普遍的住房金融活动是通过商业银行展开的，商业性住房抵押贷款规模快速增长，近年已经占到商业银行信贷资产总额的30010左右。可以说，我国已建成以商业性住房金融为主、政策性住房金融为辅的住房金融体系，住房抵押贷款业务快速发展，信贷规模也在不断增长。
