《促进我国清洁能源发展的财税政策研究》紧密围绕清洁能源产业发展背景、财税政策指向和路径选择的研究架构，将促进我国清洁能源产业快速发展贯穿于全书的各个章节。在研究的过程中，运用所掌握的经济学、财政学、税收理论和生态理论，通过规范研究与实证研究相结合、定性分析和定量分析相结合，借助于模型分析，综合运用数据分析、图形、表格等，力求将理论与实践紧密结合，达到分析问题和解决问题的目的。
《促进我国清洁能源发展的财税政策研究》首先界定了清洁能源的含义，以大量数据为依据，分析了世界和我国清洁能源发展的现状和趋势，提出了未来清洁能源发展的重点是风能、太阳能、核能和水能；通过定性与定量分析相结合的方法分析了经济发展水平、人口、城镇化水平、产业结构等因素与能源消费量之间存在的相关关系，并通过构建回归分析模型、灰色预测模型及组合预测模型，对我国2015～2025年能源消费需求进行预测。最后，根据我国清洁能源发展目标预测未来10年清洁能源需求量为50亿一60亿吨标准煤，为探讨我国清洁能源发展财税政策的必要性提供了现实依据；从经济效果和生态效果角度构建了我国清洁能源财税政策效果评价指标体系，并采用模糊优选法对我国清洁能源财税政策绩效进行了定量评价，继而分析了我国现行清洁能源财税政策存在的主要问题；通过借鉴美国、德国和日本清洁能源发展经验，提出我国清洁能源产业不同阶段的政策侧重点的政策选择建议；根据我国国情和清洁能源发展战略，结合我国清洁能源财税政策存在的问题和矛盾，提出财税支持的指导思想和具有针对性的政策建议。除财税政策外，对涉及财税政策的金融市场、国际合作、市场保障及人才政策也进行了论述。

马杰，男，1980年3月出生，安徽省宿州市人，工学博士，硕士研究生导师。现任东华理工大学副教授，经济与管理学院教科办主任。主要研究方向为资源经济与管理、财务理论与政策。主持教育部及其他省部级项目7项，参与国家及省部级项目12项，参与著作2部，参编教材3部，发表学术论文10多篇。
