城市社区的发展是在相对稳定成熟的社会中，在相对完善的市场经济体制下展开的，有充足的市场手段和市场竞争提供各类社会服务。现在，西方发达国家社区建设的主体已呈现出政府与社区共同管理，社会各方力量参与的局面，而社区内部的力量在社区管理中占居主导地位。社区建设的经费来源，也已形成了各级政府扶持和基金会、教会募捐、私人公司及各大银行等共同支持的局面。
西方城市社区功能的变迁。19世纪中后期，英国等工业国家的失业与贫困问题日益突出，各种慈善组织纷纷成立。慈善组织会社运动带动了城市社区建设和社区服务的兴起，早期西方城市社区建设的重要目标是解决居民的贫困问题。20世纪20-30年代，为解决工业化和城市化进程中遇到的矛盾和问题，许多国家开始把国家负担、高度集中的社会福利和社会服务转向由政府和社会负担，分散于社区，形成小型、多样的社会服务。50年代，美国的城市社区发展项目包括社会福利、医疗卫生、预防犯罪、廉价住宅建设、大众教育等。这使得社区工作的范围更加广泛，并以解决社会问题为主要内容。
