Content Description

《公共卫生学》共分为5篇23章。第一篇着重对公共卫生的内涵、特征、功能与价值，公共卫生体系建设，公共卫生问题以及公共卫生问题的研究方法等予以介绍。第二篇则关注健康危险因素的识别与评价，力图将分散到各个学科的有关生物性、化学性、物理性以及社会、心理、行为因素进行高度概括。第三篇为我国疾病预防控制的经典内容，针对传染病、慢性非传染性疾病预防控制的基本原则进行了阐述。第四篇涉及卫生政策与管理的内容，目的在于阐明任何公共卫生行动均需要政策与管理作为最终的支持点。第五篇主要就当前最关心的突发事件和公共卫生安全问题进行讨论，旨在概述突发事件威胁公共卫生安全的主要特征及应对策略。
作为公共卫生与预防医学教学改革和专业课程体系建设的重要组成部分，我们对经典的、当前各公共卫生学院或预防医学系所恪守的预防医学专业课程体系进行了有限的改革，在预防医学专业教学计划中，厦门大学医学院新设立了“公共卫生学”作为专业课程，目的是要充实预防医学的专业课程体系，重在培养学生的实际工作能力和创新能力，提高学生发现问题、分析问题和解决问题的能力，使培养的毕业生能够尽快适应公共卫生与预防医学实际工作的需要。

Author Description

范春，男，1965年生。医学博士，环境科学博士后，厦门大学医学院预防医学系教授。中国卫生法学会理事，中华预防医学会第五、六届环境卫生分会委员，Environmental Health and Preven—tive Medicine杂志（日本）客座编辑，中国环境诱变剂学会第二届致癌专业委员会委员，《中国计划生育学杂志》编委，厦门市预防医学会理事。
在哈尔滨医科大学、哈尔滨工业人学、厦门大学长期从事公共卫生、环境卫生的教学科研。发表学术论文40余篇，主编著作5部，参编著作14部，主持科研课题8项，协作和参与科研课题6项科研、著作、教学多次获奖（抉省部级一等奖、二等奖、三等奖各2次，及优秀教学成果奖2次）。

（一）公共卫生具有社会公正性
社会公正是公共卫生的基础和出发点。社会公正性决定了社会上的每个成员如何分享其应得的社会利益，如何承担其应担负的社会负担。分享的社会利益可以包括幸福、收入、社会地位等；承担的社会负担包括对个人行为的限制和向政府纳税等。社会公正性决定了在社会利益和社会负担分配时的公平性，包括市场公正和社会公正两种形式。市场公正认为，健康是个人的事，社会除了解决个人不能解决的健康问题之外，保护和促进健康完全是每个社会成员自己的事。而社会公正认为，诸多社会因素可以影响社会利益和社会负担的分配，如社会等级、遗传、种族等。要消除这些因素的影响需要集体行动，但集体行动通常又会增加社会负担。
按照社会公正性的原则，公共卫生应该为社会上所有的人提供公共卫生服务，保护和促进所有人的健康。当需要采取公共卫生集体行动来解决某些问题时，受疾病影响少的人群要承担较多的社会负担，获取较少的社会利益；但是，当必须采取的公共卫生集体行动不能得到落实时，重要的公共政策问题就不能解决，最终只会加大社会负担，影响整个人群。因此，公共卫生作为一种社会事业，必须遵循社会公正性的原则。
（二）公共卫生具有政治内涵
公共卫生的社会公正性理念，决定了公共卫生与政治有着千丝万缕的联系。当个人自由和公众健康之间产生冲突时，政治决定了政府会采取什么行动来化解和平衡这种冲突。公共卫生问题并非仅仅靠科学技术就能解决的，在很大程度上还取决于政治对价值和伦理道德的选择。政治决定了公共卫生如何应用科学技术既保障公众的健康，又保护公众的基本权利。

Introduction

根据教育部关于教学体系、教学内容和教学方法改革的总体要求，为适应新时期预防医学相关人才培养的需求，推动医学教学改革的进行，各医学院校纷纷对预防医学的教学体系和教学内容进行了较大幅度的改革。遵照教高司函[2005]195号《关于申报“普通高等教育-十一五国家级教材规划”选题的通知》的精神：“新编教材：反映当代科学技术、文化的最新成就，在内容和体系上有明显特色的教材；教学改革力度较大的教材以及新兴、交叉学科、专业的教材；系列配套的教材；解决教学急需的教材”，结合预防医学专业教学改革的实践，厦门大学医学院联手国内21个兄弟单位，共同编写了这本《公共卫生学》。
作为公共卫生与预防医学教学改革和专业课程体系建设的重要组成部分，我们对经典的、当前各公共卫生学院或预防医学系所恪守的预防医学专业课程体系进行了有限的改革，在预防医学专业教学计划中，厦门大学医学院新设立了“公共卫生学”作为专业课程，目的是要充实预防医学的专业课程体系，重在培养学生的实际工作能力和创新能力，提高学生发现问题、分析问题和解决问题的能力，使培养的毕业生能够尽快适应公共卫生与预防医学实际工作的需要。
2007年4月21日，共有来自12个参编单位的编委参加了在厦门召开的《公共卫生学》编审会。与会者集中讨论了《公共卫生学》（讨论稿、申报稿）的框架和编写内容。内容涉及《公共卫生学》的定位和读者对象，公共卫生学的内涵，公共卫生体系与《公共卫生学》的关系，编写大纲的框架结构和体例，《公共卫生学》的内容、教学安排、教材内容交叉重复的现象，以及《公共卫生学》与其他教材的关系等问题。根据与会编委们的意见和建议，主编对编写大纲进行了进一步修改，并将《公共卫生学》的编写大纲（征求意见稿）发送给各位编委，征求大家对编写大纲的意见。经仔细研究、比较和综合各位编委的意见，参考美国、欧洲、俄罗斯、台湾地区的有关书籍，最后确定了本书的编写大纲。
