（六）政策支持。扩大开放，大力推进旅游行业体制创新
区域旅游业要实现联合发展，不仅需要建立健全合理的发展机制，打破狭隘的地方观念，还需要制定积极的旅游产业发展政策，大力推进旅游行业体制创新和对外开放。
一是产业扶持政策。制定促进旅游宾馆、饭店等旅游企业发展的扶持政策，在用水、用电、用气价格方面享受与一般工商企业同等待遇。为旅游业投资者在土地出让、税收、信贷等方面提供优惠政策。国家级、省级旅游度假区，比照省级经济技术开发区，享受同等的优惠政策。对旅游建设项目用地、用水、用气方面优先安排。对投资重点旅游项目的私营企业，提供贷款贴息，扩大融资渠道。
二是产业优惠政策。实行基础产业的优惠财政税收政策，对基础设施投资达到一定规模的旅游企业，可实行五年全免企业所得税，或按159／6征收，然后返还企业用于旅游基础设施建设；在对国家鼓励类旅游投资项目实行所得税“免二减三”的同时，减免一部分企业所得税；旅游企业研发费用可按实际发生额的50％抵扣应纳税所得额等。
三是产业优先政策。确立旅游产业优先发展区和重点区，建立旅游产业优先发展保障制度。在基础设施和服务设施建设方面，要在政府主导下，交通、电力、邮电等部门将旅游专用公路、旅游水上航线、旅游点的电力和通讯等基础设施等列入各自的发展计划，予以优先扶持和安排；在旅游产业优先发展区和重点旅游区范围内，不得开矿、取石和建设高污染工业，为旅游留出发展空间。对主要旅游交通干线沿线，主要服务站点、口岸进行空间管制，在标识服务、功能设施、环境卫生、文化特色等方面提出管理要求。
四是产业开放政策。推进旅游产业改革开放，引进资金和先进的管理经验。通过深化旅游体制改革，培育有实力的旅游企业集团，加强旅游业的国际合作与交流，扩大境内外旅游企业合作，支持各类资本开发旅游资源和拓展旅游市场，推进旅游市场化进程，走集团化、国际化和联合发展的道路；积极探索纵向整合的集团发展模式，鼓励和支持旅游企业跨行业、跨区域重组，向集团化方向发展。应当考虑以黄山、九华山两个旅游集团为基础，整合周边县市旅游企业，组建更有区域竞争力的皖南大集团；以安徽旅游集团为基础，整合周边市县旅游企业，组建皖中旅游集团；整合皖北相关旅游企业，组建皖北旅游集团。

随着社会的发展，旅游业已成为全球经济中发展势头最强劲和规模最大的产业之一。世界旅游组织预测，到2020年，中国将成为世界第一位旅游目的地国家和第四位客源输出国。中国旅游业发展潜力巨大，空间广阔，前景美好。
安徽是中国旅游资源最丰富的省份之一，既有旖旎的自然山水风光，又有源远流长的历史文化，发展旅游业具有得天独厚的条件。1979年，“改革开放总设计师”邓小平以75岁高龄视察黄山，提出“把黄山牌子打出去”，拉开了安徽旅游业加快发展的序幕，也成为中国现代旅游业的新起点。近年来，在省委、省政府的领导下，全省紧紧围绕“建设旅游经济大省”的战略部署，不断加快旅游基础设施建设，加大资源整合力度，推动旅游产品开发，创新旅游营销模式，优化旅游发展环境，旅游业呈现出健康、持续、快速发展势头。2008年，全省旅游总收入达到737.12亿元，相当于全省GDP比重的8.31％，提前两年实现安徽旅游“十一五”规划的目标。
经过多年发展，安徽旅游业已经进入了重大战略调整期，即实现旅游产业由粗放型向集约型方向转变，由注重规模扩张向扩大规模和提升效益并重转变，由注重经济功能向发挥综合功能转变，旅游产业的转型升级成为战略调整的重中之重。安徽旅游行业结构的调整转型、旅游产业的优化升级、旅游业的业态创新、旅游企业整体竞争力的提高等，都是安徽旅游业面临的崭新课题。
面对新形势、新要求，2007年12月省社科院与省旅游局共同组建了“安徽省旅游发展研究中心”，这是全国首家研究旅游发展重大理论和现实问题的高层合作机构。
