森林资源信息管理与其他领域的信息管理一样，需要相关信息技术的支撑。森林资源信息管理技术包括森林资源信息获取、存储、处理和传输过程中所采用的各种信息采集、存储、组织管理和传输技术。由于森林资源信息管理所涉及的信息范围广、形式多样，因此在信息的采集、存储和组织管理过程中，针对不同形式的信息要采用不同的技术手段，它们是森林资源信息管理的技术基础。
森林资源数据库是森林资源信息管理发展到一定阶段的产物。数据库建设是森林监测发展的动力与技术源泉，它以自然地理数据，社会、经济信息、森林资源数据为基础，这类数据要靠野外数据调查采集而获取。建立资源共享数据库，需要资源数据的支撑、人才及技术的储备。还需野外观测指标的采集、野外观测能力的强化、定位研究网的建设以及定位观测的规范与标准化研究；完善管理组织机构与合作研究制度，以及完善与国内外相同研究领域网络建立的互动机制。建立数据采集和观测指标体系及观测站建设标准，为研究网络的标准化管理和数据处理、应用打基础。构建野外观测共享数据库、空间分析技术平台及数据信息共享系统，实现野外观测数据信息的有效管理，向社会提供信息共享服务（刘悦翠，2006）。森林资源信息采集是森林资源信息管理的基础环节。
3.1 森林资源信息类别
原始数据的采集是信息加工处理的数据准备阶段。由于森林资源管理对象是一个复杂的大系统，其内部组成要素繁多，系统各要素之间以及系统和外部环境之间，都存在诸多的信息交流，因此需要获取森林资源管理相关的各种信息。这些信息的存在形式不同，信息载体不同，来源不同，时态不同。从信息载体上划分，有文本、数值、图形、图像等多种媒体的信息；从信息源划分，有来自地面调查的信息、来自航空航天遥感信息、来自基础地理数据库的图形和属性信息等，从时间上划分，有过去的、现在的和未来的信息等，因此需要针对不同的信息采用不同的获取技术。现阶段主要有地面调查、遥感获取和全球定位（方陆明，2003）。
