Content Description

《经济等级制组织与生产的结构》一书中对官僚体制的政治与工业组织的经济进行了比较，对在不同制度约束条件下运行的等级制的性质做了透彻而精辟的分析。他指出，即使公司是按等级制组织起来的，公司的效率也要受到资本市场和外部的劳动力市场的监督；企业的接管、合并、买断和卖断，为效率不高的公司提供了进行内部重组的灵活机制。对于效率不高的官僚机构，不存在这类可用于监督和重组的控制机制。

Author Description

戈登·塔洛克（Gordon Tullock），是乔治梅森大学经济与法律杰出的教授。他工作于布坎南所在的研究中心。塔洛克1947年在芝加哥大学获得博士学位。他的兴趣点在于经济和法律的交叉。1992年获得芝加哥大学荣誉博士。他曾经以律师的身份受聘于美国国务院，他还任教于南卡罗来纳州大学、弗吉尼亚大学、莱斯大学、弗吉尼亚理工学院、乔治梅森大学和亚利桑那大学。
塔洛克教授出版了23本著作以及几百篇论文，内容涉及：经济学，公共选择、法律与经济、生物经济学与外交等。其中与布坎南教授合著的《同意的计算》较为著名。此外对于“寻租理论”具有开创性贡献。塔洛克教授1967的文章《福利费用的关税，垄断和偷窃》是一个被广泛引用的经典，已产生了重大研究计划中的政治经济寻租。塔洛克教授担任主席的公共选择学会，欧洲公共选择社会，南方经济协会和西部经济协会。1998，塔洛克教授被誉为美国经济协会的杰出院士。

有趣的是，在东方的专制国家中——这种国家毕竟在大部分历史时期控制了大多数人的生活——等级制的管理却不是一竿子插到底的。实际上，村庄和城市的一些区县，多多少少是通过选举方式进行自治的。魏复光认为，这是因为行政管理的边际收益是递减的，也就是说，行政管理部门变大后，忘掉底层就是明智的。这些东方专制国家都非常庞大，而且，表3—1背后的推论特别适合它们，尽管这一点很难证明。
