分工、分配与劳资关系——收入差距的政治经济学解释
一、导论
伴随中国过去27年（1978-2005年）经济高速增长的第一个事实是：不同人群之间收入差距的迅速扩大——其中主要包括城乡收入差距、区域收入差距、行业收入差距三个方面。李实、岳希明（2004）的研究表明，中国城乡收入差距从1990年的2.2：1扩大到2002年的3.1：1；Knight和Song（1999）的研究表明，如果按照货币收入比较，城乡收入差距比中国更大的国家只有南非和津巴布韦两个国家，但是如果把实物性收入和补贴都算人个人收入的一部分，那么中国的城乡收入差距居世界第一。李实（2005）通过对1995年和2002年中国居民财产分布的调查和研究表明：①中国居民的财产分布差距在过去一段时期内出现了明显的扩大趋势，在两次调查之问全国的财产分布的基尼系数上升了38％；②中国居民财产分布差距的明显扩大是与城乡之间差距的急剧拉大密切相关的，城乡之间的人均财产额比率从1995年的1.2：1，扩大为2002年的3.6：1，在同一时期城乡之间的财产差距占全国财产差距的比重从不足2％上升到37％。上述现象的存在必然意味着这样的事实：高速经济增长带来的财富增量并没有转换成为“最大多数人的最大福利”。
第二个事实是：改革开放27年来，中国劳工收入（其中包括工人、民工及农民收入）增长速度远远低于经济增长速度。从1978—2005年的27年间，中国的GDP增长了39.5倍，人均职工工资总额增长了29.37倍；中国GDP增长率扣除同期居民消费价格指数年均为9.24％，而与此同时，职工工资总额占GDP比重却从1978年的15.8％下降到2004年的11.8％。如果考虑到职工比重不足就业人口的1\/7这一事实，从就业人口人均收入角度进行计算，27年来劳均收入年均增长仅为6％，而与此同时资本的年均收益率却保持在36％左右。从这一意义上讲，低工资可能是“中国奇迹”之所以能维持二十多年的重要基础和中国制造业竞争力的重要来源。
