吴薇，广东轻工职业技术学院国际贸易专业副教授，专业带头人，高级国际商务师，兼职律师和企业法律顾问。2010年教育部经济类教学指导委员会精品课程《外贸跟单实务》负责人，有十五年的外贸进出口工作经验，从事高等职业教学工作十几年，承担学校多项教改项目和社科研究项目。主持《海关报关实务》、《国际贸易实务》和《外贸跟单实务》等多门网络精品课程，在核心期刊上发表多篇论文，主编《国际货物运输与保险》、《国际商法》、《外贸跟单实务》和《经济法》等教材。

2．使用CIF贸易术语应注意的问题
（1）风险划分界限
按CIF贸易术语成交，虽然由卖方安排货物运输和办理货运保险，但卖方并不承担保证把货物送到约定目的港的义务，因为CIF是属于装运港交货的术语，而不是目的港交货的术语，也就是说，CIF术语的风险划分界限与费用划分界限是不同的，卖方将运费和保险费支付到目的港，但其承担风险的责任却在装运港就结束了，这也就是不能将CIF称为“到岸价”的原因所在。
按照惯例，使用CIF贸易术语，买卖双方风险划分界限与FOB和CFR相同，是在货物越过船舷时，即当货物越过装运港船舷时，风险即由卖方转移到买方，此后发生的风险与损失均由买方负担。在实际业务中，如果船舷不适合实际需要，比如在滚装运输或集装箱运输的情况下，使用CIP贸易术语更为适宜。
（2）保险的性质与险别问题
CIF是由卖方负责办理货运保险，但是如果货物在运输途中出现风险和损失，卖方并不承担责任，买方可以凭保险单向保险公司进行索赔，但是否得到赔偿也与卖方没有关系。因此，CIF贸易术语下卖方是为了买方的利益办理保险，属于代办性质。卖方应投保什么样的险别，投保金额是多少，一般在签订买卖合同时应当有明确的规定。因为不同的惯例有不同的解释，按照“解释通则”规定，卖方只需投保最低的险别；在买方要求下且买方愿意承担费用的情况下，可加保战争、罢工、暴乱和民变险。保险金额最少应为合同金额的110％，并应采用合同中的货币计算。
（3）象征性交货问题
从交货方式上，CIF是一种典型的象征性交货，所谓象征性交货是针对实际交货而言。实际交货是指卖方要在规定的时间和地点将符合合同规定的货物提交给买方或其指定的人，不能以交单代替交货；而象征性交货是指卖方只要按期在约定地点完成装运，并向买方提交合同规定的，包括物权凭证在内的有关单据，就算完成了交货义务，而无需保证到货。
可见，在象征性交货时，卖方是凭单交货，买方是凭单付款。只要卖方如期向买方提交了符合合同规定的全套合格单据，即使货物在运输途中损坏或灭失，买方也必须履行付款义务。反之，如果卖方提交的单据不符合要求，即使货物完好无损地运达目的地，买方也有权拒付货款。
