Author Description

李刚博士在口腔医学院、现代管理学院、政治学院、临床医学院、公共卫生学院受过多个专业教育，获医学学士、项目硕士、医学博士学位。李刚博士长期从事公共口腔卫生服务和口腔医疗服务管理的研究和教学工作，共完成基金项目、委托项目、合作项目课题44项，主编和参编出版口腔医学专业图书68本，发表学术论文和研究报告499篇。多篇论文被SCI、Medline、CA等国际权威检索收录。
李刚博士认为口腔诊所是我国口腔医疗服务供给的基本形式，对国内外众多的口腔诊所开业管理现状进行了调查与研究。现编著出《口腔诊所开业管理》系列丛书，以推动我国口腔诊所开业管理的规范化发展。
李刚博士现为第四军医大学口腔医学院教授，第四军医大学公共卫生硕士专业学位（MPH）研究生导师。兼任中华口腔医学会口腔预防医学专业委员会副主任委员。

二、亚洲流行情况与趋势
联合国艾滋病规划署和世界卫生组织2009年在中国上海联合发布了最新的全球艾滋病流行报告，报告认为，亚洲地区艾滋病毒新增感染者的比率近年来整体上比较稳定，但亚洲部分地区男男性行为者的HIV感染率正呈现上升势头。
联合国的报告说，整个亚洲地区近年来每年新增的艾滋病感染人数已从2001年时的约40万人减少到2008年的35万人，该项数字近年来呈现较为稳定的趋势。
但报告同时指出，由于亚洲地区接受艾滋病病毒检测的人数比例较低，实际的新增感染数量可能比发布的数字更多。报告认为，在亚洲一些地区较普遍存在的歧视问题，以及文化和法律上的障碍等，都意味着还有许多HIV感染者没有接受检测。
据报告统计，2008年时整个亚洲地区的HIV感染者总数为470万人，比2001年时的450万人有所减少。此外，2008年内在亚洲因艾滋病而导致死亡的总人数为33万，而2001年时的这一数字为28万。在全球范围内，2008年时的HIV感染者总数为3340万人，当年新增HIV感染人数270万例，有200万人在2008年因艾滋病而死亡。
联合国艾滋病规划署的执行主任西迪贝在上海对媒体介绍报告内容时说，在中国有大约2/3的HIV感染者没有接受检测，许多人存有顾虑、担心受到歧视。西迪贝认为，中国以及其他一些亚洲国家仍需要在艾滋病相关的社会环境方面加以改进，例如仍在部分地区实行将同性恋行为定罪的法律，使得许多人不得不隐藏自己，这一问题是亚洲部分国家中男同性恋人群艾滋病预防工作的障碍。
联合国的报告还指出，虽然亚洲地区的艾滋病感染一直被认为比较集中在一些特定的高风险人群中，其中包括男男性行为人群，但最新数据显示，这一地区的艾滋病感染正在向人们通常认为的低风险人群稳步扩散，导致这一趋势的原因是高风险人群中的感染者又与属于低风险人群的伴侣发生性关系。
联合国报告的亚洲部分引用调查数据说，亚洲地区有相当大比例的男男性行为者也与女性发生性关系，许多男男性行为者有多个性伴侣，但这一人群中安全套的使用率却比较低。报告指出，在中国，异性之间的性行为正成为艾滋病感染的主要途径。
对于亚洲部分国家的相关法律问题，报告认为针对同性恋者性倾向的污名化和歧视现象普遍存在，目前至少有十一个亚洲国家仍将成年男性之间相互自愿的性行为定为法律罪名
