Book Abstract

（六）预防医学成就
在预防为主的卫生工作方针指导下，中国的卫生防疫体系逐步健全，各省市都成立了独立或附设性的预防医学研究机构，1983年“中国预防医学中心”成立（2001年更名为“中国疾病预防控制中心”，简称CDc），成为国家级预防医学的独立机构，主要开展预防医学的技术理论和实践研究，卫生防疫和检疫监督、检测工作，组织制定有关法规、标准等，并负责预防医学情报的收集和交流，组织协调全国预防医学的科研工作，并为地方卫生防疫机构提供技术指导。
新中国成立以来，通过大规模地开展疾病防治工作，对传染病、地方病、流行病、多发病进行了大量的调查研究与防治，使各类疾病的发病率明显下降。在环境卫生、劳动卫生、食品和营养卫生、妇幼卫生、流行病学等方面也取得了显著成绩。
为改善劳动条件、保障劳动者的身体健康，制定了一系列劳动卫生标准，加强了腱康监督、中毒急救、职业流行病学、卫生毒理学等方面的研究，开展了尘毒危害的治理和改造工作，有效地解决了光气、汞、铬、硫化烟气、粉尘、噪声等职业危害，对保护劳动者的健康起到积极的作用。在食品安全、营养卫生、妇幼卫生方面，积极开展宣传教育与监督管理工作。通过对食管癌、鼻咽癌、肝癌、克山病、大骨节病等高发区的流行病学调查，以及肺结核、糖尿病等较大规模的抽样调查，取得了大量的统计数据，为进一步开展相关防治工作提供了重要依据。
近年来，对心、脑血管病等多种疾病进行调查研究，在大中城市对高血压、心脏病、糖尿病等疾病的“高危人群”采取干预措施，积极对健康人群开展健康教育，有效降低了相关疾病的发病率。
（七）中医学成就
中国传统医学是中华民族几千年来同疾病抗争的经验总结，蕴含着丰富的实践经验和理论知识，是中华民族的宝贵财富。新中国成立后，为了继承和发扬中国传统医学的宝贵遗产，党和政府制定了一系列方针政策，为传统中医学的发展提供了良好的条件。1982年宪法总纲中明确提出发展现代医药和传统医药，从国家根本大法上保证了中国传统医药学的继承和发展。1991年提出中西医并重的方针，使中国传统医学与现代医学互相补充，共同承担保护和增进人民健康的任务。2007年在党的十七大报告中重申了中西医并重的原则。
1．中医教育与研究
为培养传统中医药人才，壮大传统中医学队伍，1956年在北京、上海、成都、广州建立四所中医学院，同时在西医高等院校增设中医药课程。中医教育被正式纳入中国高等教育的轨道内。
1955年中国中医研究院（2005年更名为中国中医科学院）在北京成立，此后大部分省、市、自治区都相继成立了中医研究机构，为发掘整理中医药文献、开展中医药科研工作提供了平台。近年来应用多学科综合的研究方法，在中医基础理论方面。如对肾本质及脾本质的研究、对脉诊的客观化和标准化研究，针灸穴位的标准化研究都取得了重要进展。对中医学“证’’本质的探索成为中医临床诊治的关键问题。
中医文献是学习传统中医学的重要基础，。在浩繁的中医学文献中，《黄帝内经》是必读著作。20世纪以来，在广泛挖掘和系统整理中医药文献的基础上，对中医药基础理论及各家学说的研究颇有建树。如研究《黄帝内经》的著作有：秦伯未的《内经类证》、杨则民的《内经之哲学检讨》、任应秋的《内经十讲》、吴考檠的《黄帝素灵类校勘》、郭霭春的《内经素问校注语译》、刘炳凡的《内经临证备要》及程士德的《内经理论体系纲要》、王洪图等编著的《黄帝内经研究大成》等。有关仲景学说、金元四家学说、明清温病学说的研究，以及有关脏腑理论、经络理论、气血理论及中医诊断、病理、体质、治法、方药等的系统研究和阐发，不胜枚举。
在中医古籍文献整理和中医药文献的编撰方面，硕果累累。1980年国家组织编写《本草图鉴》25册，绘制植物药、动物药、矿物药标本图谱5000张，不仅为保存传统中医文献和开发中医药做出了贡献，而且具有极高的科学价值。20世纪90年代国家组织编辑了大型医籍《中华大典》和《中华本草》，创造了中医古籍出版的繁荣阶段。中医文献的研究工作不仅为传承传统医学文化做出了贡献，而且为研究和发展中医药创造了条件。
随着中医药事业的发展，中医药学术交流也日趋活跃。1979年中华中医学会（1992年更名为中国中医药学会）成立，为全国各地的中医专家、中西医结合专家以及藏医、蒙医、维吾尔医的学者提供了交流合作的平台。此后，又成立了中医理论研究会、中医内科学会、中医外科学会、医古文研究会以及中华针灸学会等学术组织。这些中医学术组织积极开展学术活动，促进了中医药各学科及其与相关学科的学术夺流．有力地推动了中医药的研究与发展。
