Book Abstract

（二）中国在非洲一体化进程中的作用
从国际环境看，随着非洲一体化发展，世界各主要大国也纷纷改变以往忽视非洲的做法，加大对非关注和投入。美国、法国等西方大国相继调整对非政策，强化对非影响。中国、巴西、印度等新兴市场国家也不断加强对非合作。这给非洲国家拓展国际合作提供了更多选择空间。今后一个时期，国际形势变化，特别是世界多极化深入发展和发展中国家群体性嵋起将有利于非洲改善发展处境，非洲的联合自强进程有望进一步推进。
当然，非洲的一体化仍处于较低水平，尤其是财政困难和内部各方政策取向多元问题比较突出，对非洲集体行动能力和效率构成制约。但我认为，非洲一体化发展面临的机遇始终大于挑战。只要非洲国家坚持联合自强，选择合适的发展道路，不懈推进和平与发展大业，正如《经济学家》杂志去年3月初推出专题中所形容的那样，非洲将会成为“新兴的非洲”“向上的非洲”，21世纪也将是非洲崛起的世纪。
2013年是非盟前身——非洲统一组织成立5。周年，非洲国家强调要进一步凝聚泛非主义和非洲复兴共识，推动非洲早日实现和平、繁荣和联合自强。我们对此充满期待。
用联系和发展的眼光看，当前，非洲正处于历史上少有的相对稳定和快速发展时期，中国也处在全面建成小康社会的关键期。非洲有丰富的资源，充足的劳动力队伍和潜力巨大的市场，中国有充足的资金和成熟适用的技术，中非产业梯次衔接，互补性强。更重要的是，中国和非洲均视对方的发展为自身的机遇，双方加强合作有着强大的内生动力。
进入新世纪以来，随着中非关系的深化，中国在推动非洲一体化进程和促进非洲发展方面的作用日益凸显。中国同非洲地区组织交流与合作不断取得新的积极进展。中国与非盟政治对话和协调配合明显增强，双方建立了战略对话机制。中国积极支持非盟在国际事务中发挥更大作用，非盟在涉华核心和重大利益问题上一贯给予中方坚定支持。双方务实合作稳步推进。中国长期向非盟提供力所能及的帮助，支持其加强能力建设．中国援建的非盟会议中心项目，是我目前在非最大援助项目，已于2012年初移交非盟方，产生了深远的政治影响。中国积极支持非盟倡导和践行以非洲方式解决非洲问题，向非盟在苏丹达尔富尔和索马里开展的维和行动提供了援助。

《非洲经济评论》于2012年正式出版（目前是每年出版1期），本书是第二辑。这一辑《非洲经济评论》由三部分内容组成：“泛非主义与非洲复兴”国际研讨会论文选登、非洲经济研究、外刊及文件选译。
2013年4月20日，教育部“区域和国别研究（培育）基地”——上海师范大学非洲研究中心主办“泛非主义与非洲复兴”国际学术研讨会。来自美国、尼日利亚、加纳、苏丹等国家的专家学者，中国前非洲事务特使刘贵今、中国前驻纳米比亚大使唐振琪，以及中国社会科学院西亚非洲研究所、中国现代国际关系研究院、中国国际问题研究所、人民日报社、北京大学非洲研究中心、浙江师范大学非洲研究院、湘潭大学非洲法研究中心、徐州师范大学亚非研究所、湖南师范大学、上海市社会科学院、华东师范大学、上海达之路国际控股集团以及我校非洲研究中心等单位的专家学者出席了会议。外交部非洲司龙凌参赞和教育部国际司亚非处朱莉副处长亲临指导并致辞。
研讨会共收到中外与会者递交的22篇论文和发言稿，与会专家学者就泛非主义的历史渊源、泛非主义与非洲一体化的关系、当前非洲复兴的热点问题等进行广泛讨论。人民网、文汇报等媒体对此进行了报道。
本期《非洲经济评论》选登了外交部龙凌参赞和教育部朱莉副处长的发言稿，以及李安山教授、刘鸿武教授、李智彪研究员、安春英研究员、姚桂梅研究员为本刊提供的论文，以及中心成员舒运国教授、张忠祥教授和刘伟才博士的论文。正是由于国内非洲研究同行的大力支持，为本期《非洲经济评论》增色不少。
本期非洲经济研究栏目刊登了两篇硕士研究生学位论文，一篇是黄玉沛撰写的《南部非洲关税同盟筒论》，另一篇是韩宇澄撰写的《非洲开发银行简论》。尽管他们的论文有些稚嫩，但是选题和资料都是比较新的，为进一步研究提供了基础。
本期外刊及文件选译部分，首先是王博摘译了霍普金斯的《新非洲经济史》，这对于了解国外非洲经济研究概况是有帮助的。其次是杨敬、曹利华合译的《非洲发展新伙伴计划》，这也是为了促进国内非洲经济研究做一些基础的资料工作，如果持之以恒，必然会起较大作用。
