四、2015年厦门经济发展的对策建议

加快构建“5+3+10”现代产业支撑体系，促进产业转型升级，提高集聚水平，增强产业实力和竞争力。

1．以信息化引领产业升级

积极创建国家下一代互联网示范城市、信息消费示范城市和中国软件名城。加快智慧城市建设，完善三网融合发展体系和信息基础设施建设。积极发展移动互联网、工业设计、云计算、大数据、物联网、北斗卫星、电子商务等产业集群。推进两化深度融合，引导工业企业推行智能化制造，提升设备智能化水平，提高生产经营管理各环节的信息化水平。发展电子商务，鼓励大型零售企业与金融机构合作开展信用消费业务。

2．增强工业创新驱动力

加强建设国家创新型城市。健全以企业为主体的创新体系，鼓励企业加大研发投入和技术改造投资力度，提升企业生产自动化、智能化和数字化水平。在支持源头创新的基础上，加大对集成创新和消化吸收再创新的扶持力度，研究制定企业购买专利、技术等财政补贴政策，以委托外包和联合开发的方式增强企业间研发的关联性和组合性，并以研发为核心形成产业链条和产业集群。积极引进科技项目，加快推进清华海峡研究院、北大协同创新研究院、石墨烯工业技术研究院、厦门稀土研究所等重大科技项目建设，构建“研究所+工程中心+产业化基地+产业发展基金”的协同创新系统。围绕厦门新兴产业发展，重点支持新一代信息技术、数控一代、工业机器人、稀土及稀有金属材料深加工、生物医药等高成长陛行业发展。

3．鼓励发展生产性服务业

大力支持生产陛服务业发展，促进现代物流、金融商务等服务业支柱行业与实体经济在更高水平上的有机融合。加快两岸金融服务中心建设，吸引一批金融改革创新和对台金融先行先试项目落地厦门，培育区域股权交易市场，吸引企业到厦门两岸股权交易中心挂牌融资，引导台湾人民币资金参与我市重大项目建设，发展互联网金融业务，建立融资租赁产权交易平台，鼓励融资租赁为我市战略性新兴产业服务。推进东南国际航运中心、五大物流产业集聚区和专业物流中心建设，推动建设社会物流资源和信息有效整合的第三方物流信息服务平台，加强供应链管理应用。加快发展会展、电子商务、服务外包、研发设计、商务咨询等特色服务业，积极培育节能环保服务、人力资源服务和品牌建设等新兴服务业。

4．推动产业集聚发展

整合提升园区载体，促进优势产业集群化、规模化发展，并进一步完善产业集聚区的公共服务配套设施。工业方面，重点推进火炬同安翔安产业基地、机械工业园区、生物医药港、清华紫光集成电路产业园等建设，加快联电晶圆、天马微电子二期、电气硝子、清华紫光等一批龙头项目建设；并推动火炬高新区试行中关村自主创新示范区有关试点政策，充分发挥产业引导基金杠杆作用。服务业方面，大力推进软件园三期、两岸新兴产业和服务业示范区、东南国际航运中心、两岸金融中心、总部经济集聚区、跨境电商产业园、会展四期等产业功能区建设。建立全市统筹的招商机制，强化关联性优质企业配套跟进，形成产业项目建设梯次推进、滚动发展。

充分发掘三大需求对经济的带动作用，积极培育消费新热点，转变投资和外贸发展方式，促进经济健康发展。

1．拓展消费市场空间

鼓励电子商务加快发展，抓住厦门入选首批国家信息消费示范城市的机遇，进一步完善电子商务发展扶持政策，深入推进电子商务开拓市场工作，探索建立具有厦门特色的电子商务标准体系，打造一批网上专业市场、行业垂直电商平台，鼓励传统零售业开展网上零售。扶持美图、派倍安、名鞋库等电商做大规模，引导海西明珠、海沧、湖里旗山、集美电商谷等电子商务专业园区建设。积极培育消费热点，提升发展生活性服务业，拓展旅游、健康、文化、养老、家政服务新业态，加快推进邮轮母港综合体等旅游提升工程、龙邦国际妇产医院等高端医疗园区、东渡大型免税商城等高端商贸圈项目建设，丰富消费内容，提升消费层级，增强对本地和周边地区消费者的吸引力。

2．促进投资健康发展

在大力推进科技创新、产业转型升级和产业集聚区项目建设的基础上，提升城市国际化、现代化水平。打造便捷交通体系，大力推进地铁一号线建设，开工二号线、三号线，启动福厦高铁前期和火车东站选址工作；加快建设翔安机场，推进规划设计、吹填造地等各项前期工作；加快“两环八射”快速路网、综合交通枢纽、公交专用道等项目建设。提升公共服务设施建设，新改扩建一批中小学、幼儿园项目，加快复旦中山厦门医院、第一医院内科综合楼、翔安医院等一批医疗项目建设，并积极引进建设国际学校和医院项目。加快新型城镇化建设，加大城中村、棚户区、城乡接合部改造。创新投融资体制机制，设立城市建设发展基金，鼓励民间投资，推出一批重大基础设施项目采用政府和社会资本合作（PPP）模式，鼓励轨道交通等项目推行资产证券化（ABs）融资试点。

3．推动外贸转型发展

鼓励从事加工贸易的企业加快转型升级，设立研发机构、创建品牌；支持一般贸易大型生产企业积极开展对外经济技术合作，抢占新兴市场。大力发展跨境贸易电子商务，建设以海运快递为核心的两岸陕速物流通道，推动厦门成为两岸电商货物、快件包裹、邮件、私人物品等民生消费品的物流枢纽。
