Introduction

《中国区域创新能力报告》是以中国区域创新体系建设为主题的综合性、连续性的年度研究报告。本报告以区域创新体系理论为指导，通过中国科技发展战略研究小组多年形成的评价方法，利用大量的研究统计数据，权威、综合、动态地给出了各省（自治区、直辖市）的创新能力排名和各项创新能力分析，为地方政府、研究者和社会各界了解本地区的创新能力提供了一个很好的平台。
2014年所采用的区域创新能力指标基本是2012年的数据。本报告在历年报告的基础上，推出了以产业升级为主题的研究报告；选择了钢铁产业和生物医药产业作为案例产业，省份以发达的广东省作为一个案例区域，同时还分析了一个服装产业的集群。本报告得出的基本结论是：中国的产业总体而言是在不断的升级过程中，不存在锁定在低端的危险。但一些传统的服装产业和高技术产业，都存在升级慢的特点。我们主要的政策建议是：政府要加强公共管理职能，管理产业外部性，以拉动产业升级。
中国科技发展战略研究小组是一个团结合作、目标一致、工作认真、富有责任感的开放性研究团队。其主要成员来自科学技术部、中国科学院、国家发展和改革委员会、国务院发展研究中心、清华大学、中国社会科学院、北京系统工程研究所等单位。从1999年起，中国科技发展战略研究小组每年推出一本研究报告。
本报告分四篇：第一篇是2014年中国区域创新能力分析；第二篇是主题报告，主题是“创新驱动与产业转型升级”；第三篇是区域创新能力分省（自治区、直辖市）报告；第四篇是附录，包括区域创新能力评价指标含义和数据来源、区域创新能力分地区基本指标。
需要说明的是，由于资料的限制，本报告没有涉及香港特别行政区、澳门特别行政区及中国台湾地区的科技发展情况。
由于本报告是集体完成的，文字风格不尽统一，加之时间紧迫、经验有限，虽数易其稿，仍有许多不尽如人意之处，欢迎各界批评指正。
