Introduction

工业化国家的城市在20世纪末经历了从工业社会到后工业社会的转变，其中，日本从20世纪末到21世纪，也迅速进入了后工业时代。特别是在20世纪90年代初，经历了历史性的泡沫经济崩溃之后，日本的产业经济社会结构发生了变化。

从20世纪末到21世纪，这样的社会变化很明显。同时，地球上的环境、资源、人口等问题的危机正在加剧，必须同时解决的重要问题之一就是城市问题，这一事实从来没有改变过。在解决城市问题上，城市规划和区域规划发挥的作用极为重要。

日本的现代城市规划始于明治时代，从战前到战后独立进行了发展。20世纪是工业化社会，也是城市发展的时代。在战后的经济高度发展期，城市规划也曾受到经济优先、企业优先的潮流推动，优先发展大规模项目，并且允许过度开发，最后导致自然环境破坏和城市生活环境恶化越来越严重。

居民抗议运动以环境公害问题为首，也波及到了城市规划领域，居民参与城市规划的要求强烈。从这个意义上，可以理解日本的城市规划在基本理念上发生了180°的转变，把城市规划作为人类居住环境的规划来重新审视。

日本在20世纪90年代初期经历了泡沫经济崩溃，进入到了新的城市文明时代。现代城市除巨型城市以外，都会从成长到成熟，再进入到停滞时期。日本诞生了环境友好型的紧凑城市、以文化艺术作为城市理念核心的创意城市等新的城市理论，世界各国也在实践各种各样的政策。

现代社会处于一个激烈变革的时代。人们的价值观呈多样性，不稳定、两极化的观点一个接一个登场。对于未来日本的城市规划应有的状态，要看清新的方向，并且去接受，应该让更多的人首先去了解城市规划的本质，并且对日本的现状和问题进行正确的评价。

本书在1977年10月作为大学建筑学系列教材之一出版，从1982年10月开始单独出版。有幸得到多方读者的支持，至今第一版已23次印刷、第二版已15次印刷、第三版已45次印刷，作者对此十分欣慰。每次印刷时都会进行部分修订，并增加新的文献，近几年城市环境的价值观产生了很大的变化，因此决定修订增补后出版，但基本理论和结构并没有改变。

本书较全面地涵盖了城市规划的重要内容，尽量将其系统化，将大学城市规划专业学生应了解的内容以概论形式进行了说明，适合作为大学城市规划课程的教材使用。大学课程最大的问题在于时间有限。在有限的时间里，教师必须要对整个城市规划系统尽量多方面地讲解，但另一方面，教师又希望对他们目前最感兴趣和最投入精力研究的问题深入地讲解。这两个要求本身就相互矛盾，如果处理不当，往往贪多必失。为解决这个问题，若通过教师适当的指导而能最大限度地利用本书，将是我的荣幸。

本书在考虑上述日本城市规划现状和问题的基础上，突出以下重点：

①把城市视为人类生活的环境，城市规划则是用科学的方法有计划地创造这个环境的手段；

②经常回顾城市规划历史，以此作为未来展望的依据；

③经常关注国外的情况，为打破日本城市规划工作的障碍提供参考；

④对于物质规划，通过联系社会背景来理解；

⑤以土木工程、建筑、景观设计为首，将多个领域的设计思想综合融入到城市规划体系当中；

⑥在城市级别，相比于分项规划，把重点放在城市基本规划的制定上；

⑦重视按照土地使用规划制定区域规划，城市规划最终以区域设计结尾；

⑧城市规划是构筑空间系统的技术，同时为了实现这一目标，公众参与其中的法律制度及其应用极其重要。

本书虽然收入了数量可观的插图和照片，但对于表达不充分的部分，教师仍宜通过图片、幻灯片、实地参观等进行必要的补充。

希望本书有助于正确理解城市规划，如果可以为城市规划的未来发展做一点贡献，那是作者最大的荣幸。
