Author Description

胡庆康，男，1942年1月生。复旦大学国际金融系教授、博士生导师。1999—2000年任国际金融系系主任，1981—1983年在美国西北大学经济系进修，主攻财政金融，回国后筹建国际金融专业。1990年赴香港浸会大学经济系访问讲学。长期从事“货币银行学”的教学和研究。著有《现代货币银行学教程》（1997年被列为国家教委推荐教材，1998年获上海市高等学校优秀教材一等奖），《现代公共财政学》（1999年上海市高等学校优秀教材二等奖）。发表论文几十篇，主要有“证券市场的理论与实践”、“中国的财政政策与货币政策协调”、“论中央银行监管”和“合业经营：金融体制改革的基本趋势”等。

可贷资金的总供给与总需求决定了均衡点及利率水平。当中央银行向社会公众出售债券，以减少货币供应量时，可贷资金供给曲线左移，新的均衡点变为E点，此时均衡利率，货币供应量的减少使利率上升。
2.为什么说银行信用与产业资本的变动是不一致的？对此，你的看法是什么？
答：银行信用是一种间接信用，不同于商业信用的是，银行信用贷出的资本是独立于产业资本循环的货币资本。其来源除了工业企业外，还有社会其他方面，因此银行信用的动态同产业资本的动态保持着一定的独立性。例如在经济危机时，商业信用会随着产业资本的缩小而萎缩，但企业为了防止破产及清偿债务，势必需要银行信用，导致对银行信用的需求激增，由于危机时期银行存款可能会大量减少，就更造成银行信用供求的不均衡，导致利息率大幅升高。所以说，银行信用与产业资本的变动是不一致的。
3.请简述分期付款、信用卡和消费贷款的使用程序。
答：分期付款、信用卡业务、消费贷款都是消费信用，它们是由商业企业、商业银行以及其他信用机构以商品形式向消费个人提供的信用。分期付款和信用卡业务是直接采用商品的形态，消费贷款则是采取货币的形态。
（1）分期付款使用程序：①消费者购买商业企业的商品，并与其订立分期付款合同；②在一定时期内消费者根据合同规定分期偿付货款。
（2）信用卡使用程序：①由信用卡公司或银行对信用合格的消费者发行信用卡；②持有该卡的消费者可以到有关的商业服务部门购买商品；③由银行定期同消费者和商店进行结算。
（3）消费贷款使用程序：①银行以货币形式向消费者提供信用；②消费者用所贷款项去购买自己所需的商品；③消费者到期偿还贷款。
