一、当前这一轮经济周期波峰年份投资率和消费率的运行特征
当前这一轮经济周期是以1999年为起点的。1999-2002年是这个周期的上升阶段。这四年经济增速分别为7．6％、8．4％、8．3％和9．1％。2003-2007年为这个上升阶段的波峰年份。这五年经济增速分别为10．0％、10．1％、10．4％、11．1％和11．4％（详见附表3）。这里我们依据现有数据，把这一轮经济周期的波峰年份算到2007年。但依据当前有关情况来判断，这一轮经济周期波峰年份还会往后延伸一段时间。
这一轮经济周期的波峰年份在经济增速方面的特点就是趋于巅峰。与此相联系，这个波峰年份投资率和消费率的运行特点，就是前者趋于巅峰，后者跌入低谷。为了说明这一点，我们拟做以下两种比较。
（一）20世纪50年代以来，世界各国投资率与消费率的运行轨迹及其与我国这一轮经济周期波峰年份之比较
如果仅就20世纪50年代以来的情况来看，世界各国投资率与消费率运行轨迹具有以下特征：
第一，投资率经历了先升后降的过程，而消费率则经历了先降后升的过程。依据钱纳里等人的研究，1950-1970年期间，101个国家平均投资率由13．6％上升到23．4％，消费率由89．8％下降到76．5％。依据世界银行发展指数数据库的资料（以下简称“世界银行的资料”）1970-2002年期间，世界各国平均投资率由25．6％下降到19．9％；消费率由74．2％上升到79．6％。
决定这个特征的主要因素，是在上述期间世界各国都程度不同地经历了工业化和现代化的过程。就其与投资率与消费率的变化相联系的角度说，这个过程包括三重含义：一是在产业结构方面，先是第二产业比重较第一产业比重上升，后是第三产业比重较第二产业比重上升。二是在需求结构方面，先是对工业品需求的比重上升，后是对服务业产品需求的比重上升。而就对投资的需求来说，发展工业比发展农业所需要的投资多，发展第三产业需要的投资比发展工业要少。三是在储蓄率方面，伴随人均收入的提高，储蓄率也是由低走高的。而这一点正是投资率由低走高在资金方面的基础。事实也正是这样。上述的101个国冢在1950-19’70年期I刚储蓄翠由10．3％上升到23．3％。与此相联系，投资率也由13．6％上升到23．4％。但在第二次世界大战以后，与现代化相伴随的是有国家调控的现代市场经济的发展。这种体制在熨平经济周期波动方面的作用越来越明显，对投资的推动作用趋于平稳。同时，在这种体制下社会公平的原则得到较好实现。特别是伴随公共财政体制和社会保障制度的建立和健全，一方面从税收方面遏制了企业主投资需求的增长；另一方面，增加了低收入阶层的实际收入，提高了中等收入阶层的比重，从而消费倾向也随之提高。这些因素以及其他相关因素的作用，又使得储蓄率在上升到一定阶段后又趋于平缓下降。依据世界银行的资料，在1970——2002年期间，世界各国储蓄率由25．8％下降到20．4％，在22年间下降了5．4个百分点。上述三点就从产业结构、需求结构和储蓄率这三个极为重要方面决定了投资率由升趋降、消费率由降趋升的过程。诚然，上述各点主要是就经济发达国家的情况来说的。但正是这些国家在世界经济总量中占了大部分，从而主导了包括投资率和消费率变化在内的经济发展趋势。
第二，以上是就世界各国投资率和消费率总体趋势说的。但是，在实际上，低收入国家、中等收人国家和高收人国家（以上三类国家2002年的人均国民总收入分别为430美元，1850美元和26490美元）的投资率和消费率的运行轨迹是有很大差别的。据世界银行的资料，其中低收入国家的投资率由1970年的15．7％上升到1995年的25．2％，再下降到2002年的19·7％；中等收入国家由1970年的22．9％上升到1980年的27．2％，再下降到2002年的23．4％；高收入国家由1970年的26．5％下降到2002年19％。可见，在这32年中，低收入国家和中等收入国家的投资率都经历了先升后降的过程（前者上升时间经历了24年，下降时间经历了8年，后者分别为10年和22年），只有高收入国家是逐步下降的。与此相应的是这些国家消费率的变化过程。这是其一。其二，上述数字同时表明：直到2002年，上述三类国家的投资率也还有很大差别，依次分别为19．7％、23．4％和19％。其三，投资率由升到降、消费率由降到升的拐点，世界各国也有很大的差异。就世界各国的平均投资率来看，这个拐点大约发生在人均收入1000美元，但其中中等收入国家不到1000美元，低收入国家甚至不到400美元。
将上述世界各国投资率和消费率的运行轨迹与我国这一轮经济周期波峰年份的有关情况做一下比较，就可以清楚看到：第一，我国投资率由1952年22．2％经过曲折变化上升到2002年37．9％以后（详见附表4），在这一轮经济周期波峰年份仍在继续上升。其中2003-2006年分别依次为41．0％、43．1％、42．7％、42．5％（详见附表4）。可见，这四年投资率均在40％以上的高位运行。可见，我国投资率的上升时间，已经长达54年。这个数字比上述世界各国平均投资率的上升时间长了34年，比其中低收入国家长了10年，比中等收入国家长了24年。第二，2006年的投资率比2002年世界各国平均投资率高23．7个百分点，比其中的低收入国家高23．5个百分点，比中等收入国家高19．8个百分点，比高收入国家高24．2个百分点。第三，即使在2007年人均国民总收入已经超过2500美元①以后，投资率也没有出现由升到降的拐点，还在继续上升。总之，与世界各国平均投资率的运行轨迹相比较，我国投资率上升时间最长，当前投资率最高，出现拐点的时间最迟。当然，其中有众多不可比因素，但这不会影响这个结论。
（二）我国前八个经济周期波峰年份投资率和消费率运行轨迹与这一轮经济周期波峰年份之比较
我国前八个经济周期的波峰年份分别依次为1953年、1956年、1958年、1970年、1978年、1984年、1987年和1992年。这八年的投资率和消费率分别为23．8％和77．2％、24．9％和74．7％、33．5％和66．0％、33．8％和66．1％、38．2％和62．1％、34．2％和65．8％、36．3％和63．6％、36．60k，和62．4％。2003-2006年平均为42．4％和53．2％。可见，与以往八个经济周期波峰年份相比较，2003-2006年年均投资率是最高的，消费率是最低的；投资率最多要高18．6个百分点，最少也要高4．2个百分点；消费率最多要低24个百分点，最少也要低8．9个百分点（详见附表4）。
资本形成总额包括固定资本形成总额和存货增加，消费包括居民消费和政府消费。现在我们分析这二者的内部构成的变化，进一步说明这一轮经济周期波峰年份投资率过高、消费率过低的严重程度。
如果考虑到2003-2006年年均固定资本形成比重上升，存货增加比重下降的情况，那么，这期间实际形成的投资率比重比上述情况还要高一些。

发展初期取得了多方面的重大成就，但后来由于没有创造性地坚持和发展马克思主义，体制和机制逐步僵化，导致发展速度缓慢甚至停滞，至20世纪70年代初，世界社会主义面临严重的困难。而在此同时，世界范围内蓬勃兴起的新科技革命推动世界经济以更快的速度向前发展，发达资本主义国家抓住新技术革命兴起的机遇，大力发展社会生产力，不断调整自己的体制和政策，缓解社会矛盾，表现出稳定和快速发展的势头。
另一方面，从国内背景来看，我国社会主义建设事业也遭遇了极大的挫折。我们党在领导人民建立新中国和社会主义制度后，极大地发展了经济社会等项事业，但也走了弯路，甚至发生“文化大革命”这样全局性的失误，使我国社会主义建设一度停滞，经济实力、科技实力与国际先进水平的差距明显拉大，面临着巨大的国际性挑战和压力。
在这样的国际国内历史背景下，肩负着复兴中华民族和发展社会主义双重使命的中国共产党人，开始深刻思考为什么社会主义在发展的进程中面临如此巨大的挑战和困难，而资本主义为什么在发展进程中又起死回生，表现出新的发展势头，中国社会主义事业怎样才能克服困难和挫折，发展起来，并最终战胜资本主义。这一重大现实问题引出如何认识当代资本主义、如何认识当代社会主义的时代课题，引出了中国共产党人毅然决然走改革开放之路，发展中国特色社会主义的必然抉择。
对于我国社会主义改革开放的实践者们来说，推进改革开放，建设和发展社会主义，必须正确认识和把握当代社会主义的发展规律，这就必须首先回答在经济文化比较落后的中国，“什么是社会主义，怎样建设社会主义”这个首要的基本问题，又要依次回答“建设一个什么样的执政党，怎样建设执政党”，“实现什么样的发展，怎样发展”问题。而上述三个问题最终归于“什么是马克思主义，怎样坚持和发展马克思主义”这一根本性问题。这事关马克思主义政党的长期执政，中国特色社会主义的发展和社会主义事业的兴衰成败，归结起来，就是社会主义和马克思主义的历史命运问题。这些问题在改革开放过程中依次提出，而又依次得到回答，并随着中国特色社会主义新的实践，又不断地得到新的解决。历史实践已经证明，我们党在改革开放的历程中，已经创造性地并将进一步深入地回答这一系列重大历史性课题。
