Book Abstract

为行文方便，本部分用特殊经济区统称包括经济特区在内的各类开放、开发区域，并且进一步区分为经济特区和其他特殊经济区，其他特殊经济区主要以经济技术开发区为典型代表进行说明。实践证明，中国特殊经济区是中国改革开放的重要组成部分，也是实现改革开放的重要途径和手段。
一、特殊经济区的发展回顾
1．经济特区的设立
①最早的“经济特区”。经济特区是经济建设过程中享受特殊经济政策、灵活措施和特殊的经济管理体制的地区。1979年7月，中共中央和国务院决定对广东、福建两省的经济活动实行“特殊政策，灵活措施”。1980年8月26日，第五届全国人大常委会第十五次会议决定，在广东省的深圳、珠海、汕头和福建省的厦门设置经济特区，并批准《广东省经济特区条例》。其中，深圳、珠海、厦门、汕头的面积分别为327．5平方公里、121平方公里、131平方公里、52．6平方公里。
②海南经济特区。1988年4月13日，第七届全国人大一次会议通过原隶属广东省的海南行政区正式改制为省，同时通过了《关于海南经济特区的决议》，划定海南省为海南经济特区，实行更加开放的政策，办成中国最大的经济特区，面积为33920平方公里。
③“新特区”。2005年6月21日，国务院批准上海浦东新区进行市场经济综合配套改革试点。2006年6月，国务院义正式批准天津滨海新区成为国家综合配套改革试验区。由于有别于1979年起陆续设立的深圳、珠海等“经济特区”，“国家综合配套改革试验区”俗称为“新特区”。2007年6月，第三批“新特区”设立在成都、重庆。

1978年，党的十一届三中全会做出的把工作重点转到以经济建设为中心上来的重大战略决策，启动了我国改革开放的伟大进程，极大地解放和发展了生产力。改革开放以来，我们逐步形成了现代化建设“三步走”的战略部署，即：第一步，到1990年，实现国民生产总值比1980年翻一番，解决人民的温饱问题；第二步，到2000年，使国民生产总值再翻一番，人民生活达到小康水平；第三步，到本世纪中叶，人均国民生产总值达到中等发达国家水平，人民生活比较富裕，基本实现现代化。在第二代、第三代中央领导集体和以胡锦涛同志为总书记的党中央领导下，我国改革开放和现代化建设取得了举世瞩目的重大成就，国民经济持续高速增长，工业化、城市化快速推进，人民生活水平显著提高，综合国力显著增强。现在，现代化建设前两步战略目标都已提前实现，正在向第三步战略目标迈进。一个面向现代化、面向世界、面向未来的社会主义中国巍然屹立在世界东方，中国人民的精神面貌、社会主义中国的面貌发生了历史性的变化。没有改革开放，就不可能有近30年来发展的巨大成就，改革开放是决定当代中国命运的关键抉择，是发展中国特色社会主义，实现中华民族伟大复兴的必由之路。
