《第二次改革：中国未来30年的强国之路》是作者这两年思考研究改革问题的成果汇集。2007年以来，作者研究的重点大都放在发展阶段变化、政府转型、公共服务体制与行政管理体制改革等方面。2008年国际金融危机以来，作者把关注的重点更多地放在反危机中的改革政策研究上。在这方面，作者所在的中改院做了较为深入的研究，产生了一些有分量的研究成果。某些观点，例如基本公共服务均等化、反危机重在深化改革等，对相关的政策决策起到了一定的参考作用。

迟福林，研究员，博士生导师曾任海南省委政策研究室和海南省体制改革办公室主要负责人现任中国（海南）改革发展研究院院长，海南省社科联主席，第十一届全国政协委员，兼任中国经济体制改革研究会副会长、中国企业联合会副会长、海南省政府咨询顾问、上海市人民政府决策咨询特聘专家，国家行政学院、东北大学等多所重点院校的客座教授或特聘教授

今年3月，我主编的《2009中国改革评估报告》，以“危机挑战改革”为主题，在书的开头就提出：“危机倒逼改革。历史经验表明，危机往往是改革的重要契机和重要起点。过去30年，无论是农村家庭联产承包责任制、城镇国有企业改革，还是财税金融体制变革，大都具有危机导向的特点。”①危机凸显改革。不仅仅是因为危机暴露出我国发展模式中固有的一些矛盾和问题，更在于危机使我们清醒地认识到，我国改革发展所处的外部环境已经发生重大变化，现存的国际经济格局需要做出重大调整。能否适应新时代的大趋势，并在新的世界政治经济格局中发挥大国作用，承担大国责任，取决于我国改革发展的新进程是否顺利。
