贺志东， 全国著名财税、审计专家、法学家（财税法方向），资深中国注册会计师和注册税务师。我国纳税筹划、纳税调整学科的主要奠基人和集大成者，我国财务筹划、纳税管理、涉税风险、纳税自查、征税筹划、控制基础和风险导向税务稽查学科创始人。

Introduction

新企业会计准则体系包括基本准则、具体准则和应用指南三个部分。这三个部分是一个有机整体。在该体系中，基本准则是纲，处于第一层次，是“准则的准则”。基本准则涉及整个会计工作和整个会计准则体系的指导思想和指导原则，对具体准则起统御和指导作用。具体准则是目，处于会计准则体系的第二层次，是根据基本准则制定的，用来指导企业各类经济业务确认、计量、记录和报告的具体规范。具体准则基本涵盖了各类企业的主要经济业务。具体会计准则可以分为一般业务准则、特殊行业或特定业务准则和报告准则三类。应用指南是补充，处于会计准则体系的第三层次，是根据基本准则和具体准则制定的指导会计实务的操作性指南，主要解决在运用具体准则处理经济业务时所涉及的会计科目、账务处理、会计报表及其格式，类似于以前的会计制度。企业会计准则应用指南由两部分组成，第一部分为会计准则解释，第二部分为会计科目和主要账务处理。
企业会计准则体系以强调高质量会计信息的供给和需求为核心，要求财务报告在反映企业管理层受托责任履行情况的同时，应当向会计信息使用者提供决策有用信息。企业会计准则体系在基础理念、指导思想、体系设计、内容安排和具体规定等方面，着眼于提高企业核心竞争力，顺应我国社会主义市场经济发展的要求和企业实际工作需要，着力打造更透明、更相关、更有价值的会计信息，并与国际会计准则达成了实质性趋同，在更高层次上实现了创新、突破和跨越。
企业会计准则的历史性变革，会在较大程度上改变财务报表数据，对财务带来较大影响。因此，新企业会计准则中出现的一些主要变化，值得会计信息使用者关注。
为了帮助广大财会、财税、审计人员等尽快、轻松、全面、深入、系统、准确地掌握和应用企业会计准则（含基本准则、具体准则、应用指南）、提升会计服务效能，有助于全国各地基层做好本地区企业会计准则体系的培训工作和以新准则为基础的会计人员继续教育工作，由我国杰出财税实务专家贺志东教授担任主编，中华第一财税网（又名“智董网”）科研所、专家组成立新企业会计准则应用研究课题组编写了本书。本书于2007年1月出版后，深受广大会计、财务、税务、内部审计、国家审计、注册会计师、注册税务师、企业管理等财税人士以及高等院校财会专业学生的关注和厚爱，很多机构将本书列为内部培训教材，大量财税人士将本书选为业余“充电”自学和进行知识更新的“宝典”；随着企业会计准则的深入贯彻实施、国际财务报告准则的修订和内地与香港两地会计准则持续趋同与等效的进展，有关方面亦希望对原稿做进一步的必要修改、完善和补充，为此我们于2009年年初推出了第2版，2012年年初推出了第3版。由于2014年起财政部新发布了《企业会计准则第39号——公允价值计量》、《企业会计准则第40号——合营安排》、《企业会计准则第41号——在其他主体中权益的披露》等，对《企业会计准则——基本准则》、《企业会计准则第30号——财务报表列报》、《企业会计准则第9号——职工薪酬》、《企业会计准则第33号——合并财务报表》、《企业会计准则第2号——长期股权投资》等进行了修订，为此我们于2015年年初推出本书第4版以飨读者。
