本卷为《二十世纪的英国经济——"英国病"研究》。英国是世界上第一个完成工业化的国家，为世界现代经济的发展提供了一种发展模式。作为一个先行者，她有过其他国家难以企及的辉煌，在其鼎盛时期，她号称"世界工厂"，拥有海上霸权。但进入20世纪以来，她却法再如以前一样欣欣向荣，长时间里衰弱不振，被其他国家赶上并超过。作为一个典型，英国的发展与衰落引起了人们长期浓厚的兴趣，也是各国学人孜孜不倦研究的课题，并从中产生了一系列的优秀成果。我国对此的研究展开较晚，但罗志如、厉以宁先生合著的《二十世纪的英国经济——"英国病"的研究》开一代风气之先，奠定了我国对英国衰落这一问题研究的基础。该书具有普遍意义，对英国现状进行了抽丝剥茧的分析。本书于1982年由人民出版社出版，虽然至今已过了三十年，但国内在本领域的研究仍然较少，此书为国内此领域的开山之作，引用的数据均为外文的第一手资料。

Author Description

罗志如(1901-1991)江津人。1927年毕业于北京大学英语系，1937年获美国哈佛大学哲学博士学位。回国后，历任重庆大学教授兼法学院院长，北京大学经济系教授。著有《资产阶级国民收入理论批判》、《当代资产阶级学说：凯恩斯主义》、《人民资本主义》、《福利经济学》《二十世纪的英国经济》等。罗志如先生是厉以宁先生的老师。

厉以宁，汉族，江苏仪征人， 1930年11月22日生，1955年毕业于北京大学经济系，留校工作至今。现任北京大学社会科学学部主任、北京大学光华管理学院院长、教授、北京大学管理科学中心主任、北京大学国家高新技术开发区发展战略研究院院长等职。还担任北京大学学术委员会委员兼社会科学分会主席。

《厉以宁经济史文集第5卷：二十世纪的英国经济》：
从英国国内的经济状况来看，战争造成的破坏相当严重。原料不足、出口萎缩、居民购买力降低，造成了民用工业的凋敝。而军事工业部门的畸形发展，不仅加剧了国民经济的比例失调，而且在战争结束后立即发生了严重生产过剩，引起经济更大的混乱。从1920年经济危机年份算起，整个二十年代英国经济是停滞的。煤、铁、造船、纺织品等重要产品的产量都未恢复到战前的水平。生产设备闲置，失业率远远超过二十世纪初的水平。
在二十世纪二十年代的这种新形势下，英国政府还能原封不动地沿用第一次世界大战以前的那种经济政策吗？显然是不可能的。一切都要随着英国政治经济形势的变化而变化。英国资产阶级正统经济学派仍然是剑桥学派，但后期剑桥学派主要在货币理论、垄断理论和福利理论三个方面补充并进一步发展了原来的观点。后期剑桥学派的重要代表人物，在货币理论方面是霍特里和凯恩斯，在垄断理论方面是斯拉法和琼·罗宾逊，在福利理论方面是庇古。但在二十世纪二十年代和三十年代初，主要是后期剑桥学派的货币理论同英国经济政策有直接的关系，垄断理论和福利理论当时基本上仍处于“学院经济思想”的阶段，并未成为制定经济政策的依据。
