《糊涂县令郑板桥》介绍了，乾隆年间，杨州八怪之一郑板桥自山东范县调任潍县县令。上任伊始，郑板板即发现本县佐贰－－胡县丞有贪赃枉法、营私舞弊之嫌，遂暗中派人展开调查，并在其后铸官银、赈灾、兴河工时，尽量阻止胡县丞再行贪污受贿之事。不想却遭胡县丞忌恨，设计陷害于他。最后，郑板桥终因擅自开仓放粮，救济百姓，被解职还乡，“再种扬州竹”。

腊月二十七，潍县大集。
大老远的，传来噼噼啪啪的鞭炮声。那是鞭炮贩子为拉客，不得已闹出的动静。相形之下，别的生意无须这样大鸣大放。比如朝天锅，只要将猪头肉、猪下货炖得稀烂，老汤锅烧得滚开，营造出一种香喷喷、热腾腾的感觉便行。已是辰牌时分，日头都三根竹竿高了，李二嫂的朝天锅已经支上了吧？想起了李二嫂和她的朝天锅，不由得潍县知县郑板桥郑大人吸了吸鼻子，喉结也紧跟着动了几下。
衙役们有的请假赶集去了，有些家在外地的，干脆提前放了假。“一把手”以身作则，约县丞、典史并三班六房一干人等，召开会议，研究春节放假问题。毕竟新年将至，特地上了水果、瓜子，当地名吃青萝卜自不能少，这会便又有些迎春茶话会的意思。会议的气氛不严肃。
“今日天冷，屋里也不暖和。”郑县令搓搓手，冲门外喊，“小五，崔小五，过来把炭火盆拾掇拾掇。”又扫一眼大伙儿，“嘿，伙计们，行呀，一人一个手炉，我怎么没想起点手炉来呢。”
“吃亏是福。吃亏是福。大人您不是经常这样教导我们吗？”说话的是新任捕头张八斗。他冲郑大人笑嘻嘻地说道，“大人不用手炉，正是为了锻炼身体，磨练意志，省得出门时受风，一不小心得冻疮。吃亏是福，不吃亏没福，吃小亏赚大便宜。大人您精明着呢。”
众人笑出声来。郑板桥捋着胡子，也笑：“唁，倒在这儿等着我呢。”
“八斗说的有道理。”典史黄连生接过话头。这厮爱说黄段子，说话总是有意无意地往那方面引，人送外号“黄师父”。其父黄芪更是个妙人，现在潍县城内东门里长乐堂悬壶，主治伤寒，兼攻妇科，善熬老膏药，更工配春药。众人面前，黄连生正好卖弄他的家学渊源：
“人生有形，不离阴阳。天气冷，手怕冻，乃体质差，抗邪之力弱，少阳受邪所致。但俗话说邪不压正，郑大人不用手炉，是不信邪，以自身之阳刚压身外之邪气，行的是正道。与您相比，我们这些抱手炉的便尽显疲软之相，实在惭愧。其实不光手冷问题，从人所有的生理病理看，若想生理正常活动，全赖体内的‘阳气’和‘阴精’保持协调。若阴阳失调，出现阴阳偏盛或偏衰，就会生病。若老是阴阳不调，则经常生病。这方面，老胡就是典型一例。你看他吃得胖胖的，穿得厚厚的，药也没少吃，这补那补的，为什么还是爱感冒？根本就是他的阳气过衰、阴气太盛之故。感冒发烧流鼻涕，耽误了公事不要紧，耽误了上床麻烦可就大了。上边老流鼻涕，你叫下边还有什么可流啊。你说对吧老胡？”
黄连生冲旁边的胡县丞一脸坏笑。
“去去去，狗嘴里吐不出象牙。转了老半天，转到我这儿来了。” 胡县丞患了感冒，此刻正不停地用丝巾擦鼻涕。大伙儿听黄连生这么一哕哕，再想起传说中他患痿病，老婆常为这事跟他翻脸，老出去为他讨换春药，长乐堂那儿是常客，便都会意地一笑，纷纷附和：
