（一）我国工程项目建设的发展过程
我国工程项目建设程序是随着我国社会主义建设的进行，随着人们对建设工作认识的日益深化而逐步建立、发展起来的，并将随着我国经济体制改革的深入进一步完善。
新中国成立以来，随着恢复经济和开展建设工作，建设程序的制定就开始了。1952年出台了第一个有关建设程序的全国性文件《基本建设工作暂行办法》，对基本建设的大致阶段做出了规定，之后又对加强规划和设计等工作做出了进一步的规定。改革开放以来，改革和完善建设程序的步伐加快。1978年国家计委、国家建委、财政部联合发布了《关于基本建设程序的若干规定》，明确规定一个项目从计划建设到建成投产必须经过以下几个阶段：编制计划任务书，选定建设地点；批准后，进行勘察设计，初步设计；再经批准列入国家年度计划后，组织施工；工程按设计建成，进行验收，交付使用。1979年又决定建立建设项目开工报告制度。

《制浆造纸工程设计》是为轻化工程专业开设的工程设计类课程。全国设置轻化工程专业的各高校均开设此课程，以提高学生的工程设计能力。
《制浆造纸工程设计》是经教育部批准的“十一五”国家级规划教材。本教材是根据教育部高等学校轻化工程专业教学指导分委员会委托陕西科技大学、天津科技大学、大连工业大学和广西大学代表共同商订的编写大纲编写的。
近年来，由于我国造纸工业在工程建设的建设程序、工艺技术、工程技术及环保要求等方面有很大变化，所以本教材的编写内容作了如下安排：
第一章，重点介绍工程建设项目新的建设程序及其配套机制。本章内容对各类工程建设项目具有普遍的适用性。
第二章、第三章，围绕工程项目的建设决策，介绍了项目建议书、可行性研究报告和工程项目经济分析等内容。
第四章、第五章、第六章，重点介绍制浆造纸工厂在工程设计中有关厂址选择、总平面布置、工艺技术设计及配套建设的公用工程和环保工程设计等方面的知识。
第七章，介绍了CAD在制浆造纸工程设计中的应用，以满足工程设计的实际需要。
本教材由陕西科技大学王志杰主编，天津科技大学董荣业、大连工业大学平清伟、广西大学梁东梅和陕西科技大学池东明参编。绪论、第一章、第三章由王志杰编写，第二章、第四章由董荣业编写，第五章第一节、第二节、第三节由平清伟编写，第五章第四节、第五节由梁东梅编写，第六章、第七章由池东明编写。全书由陕西科技大学张美云教授、李志建教授审阅，张美云教授主审。
本教材可供轻化工程专业制浆造纸工程专业方向的本科生作课程教学之用，也可供有关工程技术人员和高校有关专业师生参考。
本教材编写过程中，得到了教育部高等学校轻化工程专业教学指导分委员会的指导和支持，也得到了各有关高校的大力支持，在此表示衷心的感谢！
