媒体勉勉强强地给了我们一些赞许，因为我们毕竟还不是那么愚蠢。别人告诉我，有一位电视解说员在那场麦圭尔击中第62个本垒打的比赛开始时，给全国观众念了我讲的那段话。就在事情一发不可收拾之际，我们把一次可能的公共关系危机化解了，让人们了解到在国税局里工作的是一些实实在在的人，甚至是一些了解内野高飞球规则的人。
这一件看上去很小的事情给了我真切的教训，让我了解了人们是如何认定一个组织能否在正确行事。人都是实实在在的好人，虽然他们偶尔也会犯错误。官僚主义要不得，尽管他们多数情况下只是照章行事。
不偏不倚，执中而行
我们采用各种办法努力消除人们对国税局的不信任，其中一种方法就是直接和那些对这个单位至关重要的人建立关系。我的前提是，当人们评价那些直接和他们打交道的人时，他们就会有比较可靠的评判基础。但是如果这种直接的交往产生了负面的结果，那又该怎么办呢？如果那些对国税局至关重要的人亲自和我们共事，处理一个具体的问题，甚至是一个小问题，却得到了糟糕的经历，那又该怎么办呢？这可能让我们所有的努力付诸东流。
国会办公室每年都要给国税局转来成千上万封信。许多是要求局长亲自处理的一些具体的税务案件、员工的投诉以及修改国税局的规章制度。一部分建立信任的工作就是要更好地处理这些日常信函。如果我们对这些要求处置不当的话，就很可能要冒风险，使已经很糟糕的状况雪上加霜，使那种业已存在的互相猜疑的状况愈演愈烈。但是有些要求也提高了胃口，因为对于国会议员们固执己见的事情，他们会要求我亲自调查。
我问了几位前任局长，看他们是如何处理这种问题的。有一位给我讲了一个几十年之后依然记忆犹新的故事。当时的拨款委员会主席打电话来，抱怨说国税局“错误地”拒绝了他的一位选民提出的以经营费用抵扣税款的要求。此人的这笔费用最后被发现是这个人的女儿到华盛顿担任狂欢节公主期间的费用。这位局长告诉议员，他的选民应该通过正常渠道进行上诉，如果抵扣税款的要求仍然被拒绝，那么他，局长本人，将要求首席律师核查这个决定。抵扣税款的要求最终还是被拒绝了，而那位国会议员还固执己见，于是这位局长就邀请这位议员带上他的技术专家来和国税局的技术专家一同讨论。当会议召开时，那位议员并没有带来一位技术专家，相反他带来了参议院多数党领袖，希望通过施压赢得他无法游说来的好处。
