我们可以提出这样一种强有力的论断，即全球化以及不受限制的资本、货物与服务的流动带来了财富的增长以及所有参与国的经济繁荣。无论是发达的工业国家还是发展中国家，都能够利用自己的相对优势来实现贸易收益的最大化。发达的工业国家更充分地利用了他们的技术与资金，将其外输至欠发达或是较为贫穷的国家；反过来，后者更好地利用了他们廉价与充足的劳动力，将技术含量低、劳动密集型的产品输送到较为富裕的国家。全球化还带来了世界各地经济的一体化以及经济政策的趋同。通过各国财政与货币政策、税收系统、所有制模式以及其他监管体系的改革与调和，经济一体化带来了经济的增长。
在当前全球化的背景下，随着同步的自由贸易与国家经济的全球一体化，大型跨国企业在新兴国家的经济增长与发展方面发挥了越来越重要的作用。通过输入资金、技术、组织管理技能与竞争环境，跨国企业已经成为社会变化的推动力。它们不仅带给新兴国家新的技术与管理体系，同时也带来了不同的企业文化，以及对国家政府与其他经济及社会政治机构之间关系的新认识。另外，国家对经济与社会政4治领域的控制正不断地受到挑战，甚至已在相当程度上被削弱。

Introduction

百年来，被誉为最高学府的北京大学与中国的科学教育和学术文化的发展紧密地联系在一起。北大深厚的文化积淀、严谨的学术传统、宽松的治学环境、广泛的国际交往，造就了一代又一代蜚声中外的知名学者、教授。他们坚守学术文化阵地，在各自从事的领域里，写下了一批在中国学术文化史上产生深远影响的著作。同样，北大的学者们在翻译外国学术文化方面也做出了不可估量的贡献。
1898年6月，早在京师大学堂筹办时，总理衙门奏拟的《京师大学堂章程》第五节中就明确提出“开设编译局……局中集中中西通才，专司纂译”。1902年1月，光绪发出上谕，将成立于1862年，原隶属于外务部的同文馆归并入大学堂。同年4月，京师大学堂管学大臣张百熙奏请光绪，“推荐精通西文，中学尤有根底”的直隶候补道严复，充任译书局总办，同时又委任林纾为译书局笔述。也在这一年，京师大学堂成立了编书处，任命李希圣为编书处总纂。译书局、编书处的成立和同文馆的并入，是北京大学全面翻译外国图书和从事出版活动的开始，也是中国大学出版活动的开始。1902年，是北京大学出版社的创设之年。
辛亥革命以前，京师大学堂就翻译和出版过不少外国的教科书和西学方面的图书。这批图书成为当时中国人睁眼看世界的重要参考书。从严复到蔡元培、蒋梦麟、胡适等校长执掌北大期间，北大更是以空前的热忱翻译了大量的外国作品。二三十年代商务印书馆出版的汉译世界名著丛书及万有文库中的许多译者来自北大。
