Author Description

艾伦，博士，是麻省理工学院斯隆管理学院的教授，研发方向是组织心理学和管理学。他探寻了组织结构与行为之间的关系、技术交易中的守门人作用，以及沟通结构的影响。艾伦博士的研发领域还包括国际技术交易、技术专业人才的奖励体系，以及组织结构对项目绩效的影响。他长期以制药和航天产业为研究对象。艾伦博士还是艾伦曲线的发明人，该曲线的作用是测量跨职能研发团队的绩效，并给出模型。
译者简介：
余江男，现为中国科学院科技政策与管理科学研究所副研究员，管理科学与工程学士，剑桥大学英国皇家学会博士后研究员。研究兴趣：科学技术政策、创新网络与竞争战略、技术管理及产业化过程等。

Book Abstract

技术消耗信息、转化信息.并且生产出仍然被视为信息载体形式的产品，这种情况下，信息已经不再是语言形式了。因为科学活动既消耗运用也产生语言形式的信息，工程师们则把这些信息从语言形式转化为实体编码形式，他们以产品或工艺的形式生产出实体硬件。
科学家们的首要目标是发表论文.而工程师们的目标是使这个世界产生一些实际变化。目标上的差异，以及随后两者在产出上的本质差异，对于那些为这两方面活动提供信息的人来说，具有深远的意义。
科学活动中的信息处理系统在输入和输出之间有着一种内在兼容性：两者都是语言形式的（图1.1）。因此，一个阶段的信息输出必须具有满足下一阶段信息输入的形式。这样.向科学家们提供信息的问题就转变成系统的采集和组织这些输出，使之易被科学家们在工作中所使用的问题。
但另一方面，输入和输出在技术上又存在着本质的内在非兼容性。因为输出在形式上根本不同于输入，它们通常不能像输入那样直接应用于下一个阶段。这些输出的实体编码形式给检索下一步所必需的信息造成了困难，但这也并不意味着不可能：工程师们常常为了重新得到信息而分析竞争者的产品；相互敌对的国家也经常会尝试获取对方的武器系统以分析他们的信息内容。当然，这是一个困难重重而且充满着不确定性的过程。如果信息可以以语言的形式直接得到，那情况就简单多了。因此，只有不可能联系到对方，或者对方不愿意进行合作时，人们才会尝试去“解码”或是去搞懂那些实体编码信息。于是.就有人试图通过分析这些实体产品以得到问题的解决方法。如果可以找到负责该产品的工程师而他们又乐于合作.那么基本上就不需要分析产品了，直接与他们进行交流要有效得多，而且这种方式得到的是所需的语言形式的信息。
