Book Abstract

以家庭联产承包经营为基础、统分结合的双层经营体制重塑了农村经济组织的微观基础，农户成了独立的生产经营者，但在走向变化莫测的市场经济过程中，农户无力抵御因市场竞争、需求变化带来的市场风险；在生产决策上往往彼此模仿，结果造成产品雷同，市场价格大起大落；组织化程度低，交易方式落后，低价卖出农产品，高价买进生产资料，受中间商盘剥，使利益大量流失。分散经营的小农经济面临诸多弊端：（1）数量众多的小农户均以极小的份额各自进入市场，且大部分农民以粮食种植业为主，提供的农产品差别不大。因此，可近似地将我国农产品市场视为完全竞争市场，在完全竞争市场条件下，不可能存在超额利润，农民被迫成为价格的接受者，生产成本等于市场价格，即使在现实中有少量利润，农民收入水平也难以提高。（2）小规模、分散化的经营方式无法形成规模经济，单个农户难以及时、准确地掌握市场信息，在交易中往往处于不利地位，生产经营活动具有很大的盲目性，其结果是造成了农产品价格大幅涨落，增加了农业生产的信息成本和风险成本，无法适应市场经济条件下的激烈竞争。（3）农业生产具有周期性长的特点，在短期供给弹性较低，在长期供给弹性较大。由于农产品的替代品较少，其需求弹性小。对需求弹性较小的商品而言，价格上涨会增加收益，但我国长期实行工农业产品价格“剪刀差”，扭曲了市场价格，农产品的价格上升却并不一定能使农民收入增加，每次农产品价格上涨后，工业品特别是农业生产资料的价格涨幅却更大。（4）小农生产经营的粗放型模式造成了很多负外部性。由于小规模分散经营无法形成规模经济，农户生产的边际成本大于边际收益。在边际成本递减和规模报酬递增规律下，通过产量的增加可以实现利润最大化，但农户无法达到这个最优生产规模，以致缺乏集约化、规模化生产的激励，造成农户对农业资源的掠夺性开发，结果是水土流失加剧，土壤肥力下降，环境污染严重，自然灾害增多，生态环境恶化，危及了农业和农村经济的可持续发展。
