《城市危险废弃物逆向物流网络优化研究》在借鉴国内外危险废弃物逆向物流选址-路径问题研究现状的基础上，结合当前我国城市危险废弃物产生现状。《城市危险废弃物逆向物流网络优化研究》运用灰色预测理论对城市工业危险废弃物的产生量和处理量进行了预测。运用风险平价方法、模糊集理论、多目标规划理论及现代智能算法的相关知识，采用理论和实例相结合，定性和定量相结合的方法，探讨了城市危险废弃物逆向物流的风险评价和城市危险废弃物逆向物流网络集成优化问题。

Author Description

万凤娇，女，1981年12月生，汉族，黑龙江省七台河人，武汉理工大学物流管理专业毕业，工学博士。现为江汉大学商学院讲师，管理科学与工程专业硕士生导师，江汉大学湖北省人文社科重点研究基地（武汉城市圈制造业发展研究中心）学术秘书、江汉大学商学院湖北省重点学科（管理科学与工程）学科秘书和江汉大学商学院物流管理教研室主任。主要研究方向为物流系统分析与优化、供应链管理等。近几年来，一直从事物流管理教学与科研工作，目前主持省部级纵向项目3项，在国内外刊物上发表学术论文10余篇，作为副主编出版教材2部。

3.1.7 城市危险废弃物的处理与处置
为防止城市危险废弃物对环境的污染，必须寻求一条合理的途径，对其进行预处理和最终处置，以便最大限度地降低其危害性。
（1）危险废弃物相容性分析
由于危险废弃物种类多，都具有各自的物化特性，因此在处理处置过程中必须考虑危险废弃物相互之间的相容性。不相容的废弃物的混合可能会产生以下后果：大量放热，在一定条件下可能会引起火灾，甚至爆炸；产生有毒气体；产生易燃气体等。不相容危险废弃物主要分为绝对不相容性废弃物和潜在不相容性废弃物。绝对不相容性废弃物是指具有易爆炸性、易燃性、化学易反应性、传染性、浸出毒性的危险废弃物。绝对不相容性危险废弃物不能直接进入最终处置场，必须预先分开处置或进行预处理后才能进场。潜在不相容性危险废弃物一旦混合，会产生对人体健康和周围环境有害的负面影响。所以当两种或两种以上的危险废弃物同时进行处理、处置时，必须确定废弃物之间的相容性。
（2）危险废弃物预处理
大部分危险废弃物处置时，首先要进行预处理，目的是尽量消减其数量和毒性，以减少危险废弃物对环境的影响。
危险废弃物的预处理是指通过物理、化学、生物等方法将危险废弃物变得适于运输、利用、储存或最终处置的过程。处理危险废弃物的方法很多，从危险废弃物的处理场地来看，危险废弃物的处理可分为就地处理和转移处理两类。就地处理是指有害废弃物的处理或循环利用的设施的建造和运行都在废弃物产生处。转移处理是将废弃物转移到专门的处理厂去处理和处置。比较常用的处理方法有物理处理、化学处理、生物处理、热处理和固化／稳定化处理等。危险废弃物经过预处理后，其中可进行回收利用的废弃物要再进行循环利用，不能回收利用的废弃物要进行最终处置。
（3）危险废弃物最终处置
危险废弃物的最终处置是指将危险废弃物消纳或者放置在符合环境保护要求的场所，并不再回收的活动。目前，安全土地填埋场是危险废弃物常见的最终处置方式。我国危险废弃物污染控制工作起步较晚，废弃物的综合利用率和处理、处置量相对较低，加强危险废弃物的安全填埋和污染控制势在必行。为此，我国在2002年7月颁布实施了《危险废弃物安全填埋污染控制标准》（GB18598-2001），它为危险废弃物安全填埋中对填埋场场址的选择、填埋场的建设和构造、填埋场的运行和环境监测、填埋场的封场等方面提供依据。
