Book Abstract

商业信用是发生在商品交易中的信用活动。商业信用是一种信用行为，从属于经济学范畴的“信用”概念。经济学范畴的“信用”指经济活动中的借贷关系，是借贷行为的总称，它有三个基本特征：一是让渡货币或商品的有偿性；二是让渡货币或商品与得到价值补偿的时间间隔性；三是交易行为的契约性。除具备“信用”的一般特征外，商业信用还具有自身独有的特性。中外不少学者对商业信用的概念作出了不同的定义，综合各家学说，笔者认为，商业信用是经济行为主体在商品交易中发生的、商品使用价值的转移与商品价值的实现非同时进行的一种交易方式。商业信用既是一种提前支付货款或延期支付货款的结算方式，也是一种短期融资手段。商业信用的本质特征有二：一是发生在商品交易之中，是一种商品买卖行为，这一特性使商业信用与纯粹的货币或实物借贷区别开来；二是商品交易中商品使用价值的实现与商品价值的转移不同时实现，商业信用由此具备借贷行为，这一特性使商业信用与钱货两清的现货交易区别开来。商业信用的种类主要有赊购赊销、预收预付货款或定金、分期付款、延期付款、补偿贸易、商业汇票、拖欠货款（应收应付款）等，简而言之，就是“先货后款”与“先款后货”两大类。
目前，中外学者在商业信用理论建设方面尚未形成完整的体系。对于信用的起源，西方经济学古典学派代表人物威廉·配第、亚当·斯密、大卫·李嘉图、布阿吉尔贝尔、魁柰、杜尔阁、洛克、马西、休谟等人都提出了假说，配第、洛克等人认为信用起源于“货币分配不均”，诺思、马西等人提出了信用起源于“货币资本闲置”。马克思则提出了商业信用产生于商品生产与交换的理论，我国一些学者对马克思的理论作了再解释。现代西方经济学在商业信用理论研究方面，从微观商业信用理论与宏观商业信用理论两方面作了拓展。微观商业信用理论着重研究商业信用产生的动机、使用商业信用的决定因素，现代西方学者提出和归纳了商业信用产生的经营性动机和融资性动机。

2004年，赵学军获得博士学位，此后三年，他将博士论文细心磨砺，本书便是最终的成果。
改革开放以来，反思我国计划经济时期体制问题的论文著作很多，呼吁市场经济要重视信用的文章也很多。但是，从商业信用制度的角度，将我国近60年的历史联系贯穿起来，甚至上探古近代，分析我国商业信用的历史特点，通过翔实的史料研究其中的变化，总结经验教训，这是我所见到的第一部专著。
现代汉语中“信用”的涵义很宽，即使在现代经济学范畴内，信用制度也有丰富的内涵。本书按照马克思在《资本论》中所明确指出的商业信用是信用制度基础的思想，研究现代社会信用制度的核心和基础——商业信用制度变迁问题。
中国商业信用具有久远的历史。传统的商业信用主要形式是记账信用与口头信用，票据化的商业信用制度在我国历史上发展迟缓。中华人民共和国初创时期（1949～1954年），我国经济运行中曾广泛存在着商业信用。1953年，我国开始大规模的经济建设，学习苏联的计划经济制度，多种经济成分下的商业信用与建立单一公有制的高度集中的计划体制发生了冲突。社会主义改造开始以后，我国从1954年起大规模清理、取消国营经济发生的商业信用，逐渐形成了统一于国家银行信用的残缺不全的商业信用制度。
尽管集中信用于国家银行是计划经济的一条基本原则，但是，中国的实际情况为：由于经济运行的客观需要，在某些领域国家又允许存在某些形式的商业信用。本书的特色在于客观地描述了中国计划经济时期的实际情况。
