本书研究的是一个全球关注的学科前沿问题——国际气候合作的政治经济学分析。关于国际气候谈判，需要从国际政治经济战略格局的高度去理解其博弈进程。它是继世界贸易组织(WTO)谈判之后的又一项重要的国际谈判，其重点是要形成保护全球气候的国际规则，涉及未来全球体系(包括中国在内的各个国家)的长期的经济、能源与环境发展空间及其相关的权利与责任的确定。由于它事关作为国际公共物品的全球大气环境资源(温室气体排放容量资源)产权的部分界定与划分，并会延伸到以确定环境权益为表现形式的国际政治经济新秩序的发展，因此，它对国家经济竞争力具有很大的影响。
但是，如此重要的国际气候谈判(目前主要是有关《京都议定书》的谈判)为什么会陷入困境?怎样才能突破这些困境?《京都议定书》能得到世界上足够多的国家批准而生效吗?《京都议定书》能够解决全球气候变暖问题吗?这些都是各国政府与国际社会普遍关注的问题。中国当然也不例外。面对国际气候谈判的复杂利益格局，中国可以采取哪些有理有利的谈判对策呢?
为了尝试回答上述问题，笔者选择了3个理论作为研究的基础：一是国际关系理论，其基本概念包括：国家利益、国际合作、国际制度(国际法)、国际治理、国际谈判民主制和国际政治经济学；二是博弈论，其基本概念包括：博弈论、纳什均衡与帕累托最优，所采用的6种基本博弈图式为：囚徒困境博弈、智猪博弈、斗鸡博弈、盟主博弈、捕鹿博弈和性别战博弈，影响博弈结局的因素主要是：信息与沟通、利益分配与利益选择、盟主与引导力量、时间与重复博弈、博弈者数量；三是环境经济学理论，其基本概念包括：公共物品、外部性、搭便车和市场失灵，解决外部性的基本方法是：限量与交易(科斯手段)、碳税(庇古手段)和政策与措施(管制手段)。
本书的逻辑思路基本上是一个“三段论式”的框架结构。首先，大前提是讨论清楚国际合作成败的博弈机理、影响要素和转化条件等；然后，小前提是气候合作属于一种国际合作，分析了有关《京都议定书》的国际谈判的进程与合作的困境；结论是，国际合作的博弈机理、影响要素和转化条件等完全适用于气候谈判与合作。之后，借助于环境经济学的基本概念和基本方法以及模型计算，设计了一套有可能突破《京都议定书》难题的新的综合方案，以满足化复杂博弈为简单博弈的分解转化条件。最后，根据前面的研究结论提出关于中国参加国际气候谈判的对策建议。
