《转变经济发展方式与调整优化产业结构》论述了新世纪过去十年来，中国紧紧抓住了战略机遇期，集中精力搞建设，一心一意谋发展，经济实力和国际影响力日益增强；“后危机时期”，中国更要紧紧抓住这难得的、大有作为的战略机遇期，未来十年即到2020年，我国将要完成四项宏伟战略目标任务，即基本完成工业化历史任务、城镇化水平显著提升接近60％、全面建成小康社会、成为人才强国并进入世界创新型国家行列。
《转变经济发展方式与调整优化产业结构》重点阐述了国际金融危机引悟我们对现有经济发展方式和产业结构进行反思，对我国经济发展方式、产业结构方面存在的突出问题做了分析；提出转变经济发展方式，要把产业结构战略性调整作为主攻方向，把构建现代产业体系作为战略性举措，构建以高新技术产业为先导、战略性新兴产业为引领，以基础产业和先进制造业为支撑，服务业特别是现代服务业全面发展的格局，最终是实现产业振兴；把增强自主创新能力，推进科技进步作为转变经济发展方式，调整优化产业结构的重要支撑；转变经济发展方式，调整优化产业结构，必须加快培育发展战略性新兴产业；加快转变经济发展方式，必须积极稳妥地推进新型城镇化，坚持把扩大内需，保障与改善民生作为根本出发点和落脚点；转变经济发展方式，必须把改革开放作为强大动力，人力资源是决定性推动力量。

Author Description

叶连松，1935年生，山东省莱阳市人。上海交通大学教授、博士生导师，河北工业大学兼职教授、博士生导师。1960年，上海交通大学船舶动力机械系、船舶内燃机及动力装置专业毕业，留校先后在上海交通大学工程力学系火箭发动机教研室、船舶动力机械系船舶制冷装置及空调教研室任教14年。后任石家庄柴油机厂副厂长兼总工程师。1980年任石家庄市副市长。
1983-2000年，先后任中共河北省委常委、副省长、常务副省长、省委副书记、河北省人民政府省长、中共河北省委书记中共十三、十四、十五届全国代表大会代表，中共十三届中央候补委员，十四、十五届中共中央委员，第八、九届全国人大代表，第九、十届全国政协常委、全国政协经济委员会副主任，近十多年先后编著、主编出版了《第三产业投资经营经要》《励精图治建强省》《阔步走向新世纪》《中国特色城镇化》《中国特色工业化》《新型工业化与城镇化》《新型工业化与能源工业发展》《新型工业化与制造业发展》《转变经济发展方式与调整优化产业结构》等九部著作，约465万字。
