中国的经济改革是在政府主导下有计划地加以推进的，因而，对于改革的内容和过程从整体上进行有计划地协调和统一的安排是中国渐进式改革的一个重要特点。中国对经济改革进行的整体协调又不同于全面推进、一步到位的大爆炸式的改革方式，而是在保持整体协调的同时，强调从实际出发，循序渐进，分步推进，在不同的部门、地区和不同的历史阶段，改革的目标、任务和重点各不相同。分步推进有两种主要表现形式：一是新旧体制在时间上的继起性，即新旧体制的过渡不是断裂的、截然对立的，而是相互联系的，具有明显的连续性和继承性。它们之间的转换要经历许多不同阶段，经过许多中间环节，采取许多中间形式，如有计划的商品经济、价格双轨制、企业承包制等。二是新旧体制在空间上的并存性，即同一个时期的不同部分之间，存在着改革次序和改革程度上的明显差异，形成了从农村到城市、从沿海到内地、从非国有经济到国有经济、从商品市场到要素市场的改革次序，通过分步改革最后实现经济体制的整体转换。中国的转型模式是与社会主义初级阶段中国的基本制度和特殊国情相适应的，它大大推动了中国生产力的迅速发展和社会的全面进步，获得了巨大成功。
