如果一个社会科学家打算绕过政治进程，仅凭精心设计的调查问卷和经过充分测试的态度调研表，以开展公民调查的方式来估计SWF，他是不太可能会成功的。首先，他需要采集并分析数量大得可怕的数据，而这还只是一个相对小的麻烦。更大的麻烦可能是这样的：为了把充满冲突的来自于个人的观点装进同一张SWF表格，社会学家需要发明一整套用于衡量和取舍的规则。但这只是以回避的方式解决了问题：分析过程提前假设好了其最初想要找到的SWF。
诺贝尔经济学奖获得者肯尼斯·阿罗用有趣的、严格的数学证明了一个命题：正如我们所看见的那样，一些人认为SWF不能存在于民主社会里。阿罗着手寻找他称为“章程”的东西，即一种适用于任何问题并总是可以获得一致答案的社会决策规则。阿罗推理说任何一个为民主所接受的章程都应该满足几个条件：（1）它必须符合个人理性。（2）个人理性必须被转化为群体理性（例如，如果一系列可能的选择方案里的任何一个在某人的方案排序里出现上升，且在其他人的排序里没有出现下降，那么，这个方案在社会排序里应该上升或至少不下降）。（3）无论个人的还是群体的偏好排序都不能受到与之无关的选择方案的干扰（即不是据此做出选择的机会集之要素）。（4）社会的偏好排序不应被外界社会所强加。（5）每一个人均非独裁者（独裁者指的是无视别人的偏好，总将自己的偏好排序等同于社会偏好排序的人）。
通过简单地分析个体1、个体2和个体3为A，B，C三种选择方案排序的情形，阿罗向我们表明民主的多数投票过程无法产生永不违反上述5条中任何一个条件的决策规则。假设个人的偏好排序如下（其中，最偏爱的选择排在第一，最不偏爱的排在最末）：
·个体1：A，B，C
·个体2：B，C，A
·个体3：C，A，B
给出以上偏好，简单的多数投票过程会得出以下结果：二对一的多数偏好A，而非B；类似的多数偏好B，而非c；类似的多数偏好C，而非A。由此得出了社会的偏好排序为ABCA，显然，这一排序违反了理性条件。相较于B而更偏好A，相较于C而更偏好B，怎么可能相较于A而偏好C呢？
阿罗的“不可能定理”基于两个层次的原因，引发了争论。第一，一些经济学家质疑“宪法”的概念。也许社会可以就社会福利的含义达成共识，尽管这一共识达不到“章程”的严格标准。经济学家保罗·萨缪尔森（萨缪尔森一柏格森SWF提出者之一）坚持认为阿罗的“章程”只是一个逻辑结构，与SWF（社会福利函数）全然不同。第二许多经济学家质疑阿罗要求的5个条件。理性的社会决策规则有必要满足每个条件吗？尽管人们就这一问题争论了很多年，值得注意的是，已经发展出了新的更复杂的阿罗定理版本，每一个版本均舍弃了阿罗条件中的某一项。
