Content Description

《地方财政与治理能力》通过对中部地区的一个县级单位的实证研究，考察其财政状况对县级治理的影响，构建了地方治理能力的研究框架，提出“互赖治理模型”，表达对善治的期待。《地方财政与治理能力》首先梳理了该县级单位的财政制度及财政关系的变迁，探讨治理的背景；其次从财政收入能力、财政支出能力及财政平衡能力这三个方面考察其财政能力；进而对照农民实际需求，分析公共服务财政投入的结构与力度，以此考察其公共服务能力；最后在分析财政支出结构及管理实践的基础上，探讨了其风险应急机制与危机管理能力。

Author Description

王敬尧，男，四川达州人，地方政府学博士，华中师范大学政治学研究院副教授，财政部财政科学研究所博士后研究人员，主要从事地方财政与地方治理研究。主持省部级项目8项，学术专著《参与式治理：中国社区建设实证研究》获得教育部社会科学研究优秀成果三等奖。在《政治学研究》、《江汉论坛》等刊物发表学术论文近三十篇，部分文章被《新华文摘》、《中国社会科学文摘》等刊物转载。

采取定量方法进行专项考察。或者采取案例分析剖析成因。应该说现有文献对地方财政的研究比较全面，但较少进行县级财政收支结构与县级公共服务、县级政府运行成本及县级治理关系的综合性研究。事实上，收入与支出问题是县级财政的核心问题，但放在其他学科领域的视野中观察，就不是简单的财政收支问题，具有许多复杂的面向。一旦从另外的角度来考察县级财政收支结构的内涵，就会发现县级治理是一个系统性行动。比如，从公共服务角度考察县级财政结构在县级治理中的合理性或者从财政收支结构分析县级治理中的公共服务绩效，无疑都是很好的角度。
（四）公共服务
由于社会的转型，政府的治理方式也由公共行政演进到新公共服务（见表1-3），越来越多地体现公共服务的执政理念，这是很多发达国家经历过的阶段。公共服务作为政府的基本职能已经超出了阶级、阶层和居住区域的界限，是政府在自己所辖范围内向有机会在此长期或短期生活的所有人提供的普遍的和无差别的服务。
