Author Description

陈明森，现任福建省委党校产业与企业发展研究院院长，二级教授，享受国务院政府特殊津贴专家；福建省人民政府经济顾问，中国科学院海西研究院产业发展委员会委员，福建省证券经济研究会会长，福建省价格协会副会长，福建省企业与企业家联合会顾问；福州大学管理学院兼职教授、硕士生导师，华侨大学经济与金融学院兼职教授。曾任福建师范大学经济研究所研究室主任、副教授；福建社会科学院经济研究所所长、研究员；厦门国家会计学院经济管理研究所所长、教授；厦门大学经济学院兼职教授、博士生导师等。
长期从事产业经济、现代企业制度、资本市场运营等方面的教学、研究和咨询工作。主持国家课题2项，省部级课题10余项。撰写《市场进入退出与企业竞争战略》《产业升级外向推动与利用外资战略调整》等专著、教材15部，在《经济研究》《新华文摘》《中国工业经济》《经济管理》《经济学动态》《财贸经济》等刊物发表论文200多篇，获得福建省社会科学优秀成果奖一等奖2项、二等奖6项、三等奖6项。被评为2007年福建经济年度人物（学术奖）；2008年福建省先进工作者。

Book Abstract

国际贸易对承接国产业结构的影响可以从直接和间接两个方面来考察。从直接效应上看，首先，国际贸易结构直接影响着产业结构中开放部门的增长。对外贸易结构由于各产业要素的贸易依赖程度不同，或多或少地改变了各产业的要素供给弹性，使那些受制于国内要素禀赋的产业得到了长足发展；同样，由于各产业对商品贸易的依赖程度不同，对外贸易可以不同程度地改变各产业产品的需求弹性，使受制于国内市场容量的产业得到规模经济效应。因此，对外贸易结构从要素的供给弹性和产品的需求弹性两方面同时影响产业结构的演变。其次，对外贸易结构直接影响产业结构的投入产出关系。对外贸易结构与国内流程的结合，直接改变了产业间的供求关系。国内需求结构与产业结构之间的差距，一定程度上得到了对外贸易结构的弥补。对外贸易结构不仅通过产业中间需求，而且通过产品最终需求影响产业结构的供求关系。这样，开放程度越高的产业结构，与别国的产业结构关联程度越高。这在一定程度上改变了国内产业之间的投入产出关系。因此，本国产业既有可能利用别国产业弥补自身发展不足，也有可能因依赖外向关联而抑制本国产业的自身发展。
国际贸易的直接效应也可以从进口和出口的角度来分析，从出曰促进一国产业结构演进的机制看，主要包括5个方面：①出口可以改变一国生产要素的存量，引导资源在产业间的合理配置。②出口产品可以通过后向经济关联拉动产业结构的变化。③出口部门劳动者收入的增加，可以驱动市场对消费品的有效需求扩张，从而刺激本国或本地区消费品和投资品的生产。④出口贸易可以推动基础设施的发展，进而产生联动效应。⑤促进出口部门人力资源的积累，有助于一国人力资本水平的提升，进而导致产业结构的升级。从进口角度看，主要有4个方面：①进口可以通过需求信号刺激区域供给机能发挥作用，推动一国新产业滋生和成长。进口国内所没有的新商品，消费者偏好便开始逐渐向这些新进口的商品转移，导致国内或地区需求结构的变动。当这种需求刺激信息达到一定程度时，将吸引国内投资于这类产品的生产。当然也有可能受到资源结构的约束或市场达不到临界规模，新的产业未能成长。②引进国外的先进技术或生产线，并进行模仿创新，可加速一国产业的成长。③进口国内所需的原材料和中间产品，可满足国内产业需求，借助前向关联推动产业结构变化。④进口有助于实现一国产业和企业的制度创新，推动产业结构的发展。
