Author Description

邓磊，男，汉族，1965年生，法学博士，湖北民族学院教授，硕士研究生导师。长期从事马克思主义理论教学和研究工作。主要研究方向为科学社会主义、马克思主义中国化研究以及民族理论与政策研究。出版专著《邓小平社会主义经济发展动力思想研究》（湖北人民出版社）、《邓小平中国特色社会主义形象思想研究》（中国社会科学出版社）；在《科学社会主义》、《马克思主义与现实》、《江汉论坛》、《社会主义研究》、《思想战线》以及《华中师范大学学报》等高校学报发表论文50余篇，其中多篇被人大复印资料全文转载。获得省部级人文社会科学优秀成果奖2项、地厅级社会科学优秀成果奖2项。主持完成省部级项目5项、厅级项目2项，目前主持在研国家社科基金项目1项。

近些年来，城乡差距进一步扩大，农村社会的不稳定性因素也有所增多，各种群体性事件的发生影响了社会稳定，制约了我们两个百年目标的实现。总之，农村社会和谐稳定在我国社会主义现代化建设中的地位是举足轻重的。中央高度重视社会主义新农村建设，明确提出要建设“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的社会主义新农村，也必然是和谐稳定的农村。而实现农业现代化有利于增强农村社会的和谐稳定。发展现代农业提高了土地的利用效率，农民群众不用再背井离乡、远离亲人，就可以在自己熟悉的那片土地上实现增收，可以获得体面的生活，稳固了农村社会和谐稳定的经济基础。中国人的家庭观念都很浓厚，农村家庭是集生产、生育功能于一身的，是最基本的集体单元。实现农业现代化能够保证广大农民家庭的完整与和谐，稳固了农村社会和谐稳定的情感基础。政府、企业、农民合作社、农户等主体在农业现代化过程中都有自己的特殊地位和作用。其中，政府是产业发展的裁判者，面对农业现代化既不能不管，也不能管得太死，而是需要恰到好处。企业是实现农产品价值的承担者，经济效益是首先需要考虑的，发现不均衡、制造不均衡才能站稳市场。农民合作社是农民权益的维护者，是以农民整体利益的最大化为总值的。农民是整个农业现代化的战斗者，以实现家庭利益最大化而决定农产品流向。他们在农业现代化的过程中各有优势，这不仅是一个市场均衡，而且是农村社会力量多元化的表现，创新了农村社会和谐稳定的治理结构。
