对于企业储备与国家储备的协调问题，可以从以下三个层面进行分析：一是企业层面，作为独立的经营主体，利益诉求必然导致企业对其储备规模进行动态调整，这种调整是市场经济体制下“看不见的手”作用的结果。从这个意义上说，无论是企业正常的以原料保障为目标的储备规模调整，还是纯粹以市场投机为目标的储备调整，都是正常的，合法的商业行为。从企业角度来看，保障国家粮食安全和市场稳定属于国家战略，本不属于企业的责任。因此，市场经济体制下，政府不应当将政府责任强加给企业，对企业的储备操作进行“逆向”或“顺向”的指责。二是国家层面，由于保障粮食市场稳定是粮食宏观调控的重要目标，政府有义务也有责任对市场供给、价格进行调控，确保粮食生产和消费者的合法利益。粮食流通体制的市场化改革对政府对粮食市场宏观调控的方式、方法提出了更高的要求，过去那种简单依靠行政命令，指令式的直接调控措施已不适应新形势的要求，新的调控体制是依靠价格、金融等多种政策工具的间接调控，政策的制定不仅要充分考虑市场粮食供需的形势，还要综合考量各市场主体的反应和预期行为。如果国家选择的调控时机不准确或者对政策效果滞后效应的忽视，就可能出现所谓“反向调控”的现象。三是中储粮层面，作为国家储备调控政策的实施载体，一方面，粮食的特殊属性决定了储藏的时间期限和轮换要求，一般稻谷每三年就要轮换一次，因此，无论粮价是否在合理的区间运行，每年的轮换任务也必须完成。这在一定程度上决定了国家粮食储备的吞吐调控机制也存在局限性。此外，中储粮除执行国家政策性储备职能外，本身也是隶属于国资委管理的企业，国有资产保值增值和企业经济效益事关领导绩效考核和员工切身利益。这难免导致政策性职能与经营职能的冲突，这也使中储粮在执行国家粮食宏观调控政策时有相机决策的可能。
综合上述分析，本书认为，国家对企业粮食储备的调控首先应当坚持市场化导向，坚持以经济手段调控为主导，避免出现违背市场运行规律的行政干预。可以通过对企业收购资金贷款利率、贷款条件的动态调整等手段控制企业流动性。其次，研究储备调控的吞吐规模时，要充分考量企业对粮价运行和对国家储备调整的预期，避免政策强度不足或反应过度。最后，要加强对粮食收购许可证发放的审查和管理。建议实施粮食收购资格期限制，根据粮食供求形势动态管理粮食收购资格证数量和办证标准，当粮食出现短缺和价格上涨时，暂停发放新的收购
