Book Abstract

为更好地处理与非洲的贸易和经济合作问题，AGOAI规定设立美国贸易代表非洲事务助理，隶属美国贸易代表办公室，在美非贸易政策和投资事务上指导和协调机构间行动，并担当美非之间在执行部门中的主要联系枢纽和美国贸易代表在对非贸易和投资问题上的主要顾问。此外，AGOAI规定由海外私人投资公司负责对非投资问题，要求建立新的针对非洲的基金，并组建非洲投资顾问委员会；要求美国进出口银行采取措施增加向非洲提供的贷款，扩大担保及保险计划。AGOA还就人力资源、自由市场政策、农业技术援助、抗击艾滋病等方面向非洲提供援助和支持①。
此外，AGOA还设立与受益国对话的年度部长级论坛，主要讨论美国和撒哈拉以南非洲国家扩大贸易和投资关系以及AGOA的实施，从而实现双方经贸关系磋商程序的制度化。论坛的一大特点是将私人企业会议和非政府组织会议作为政府间会议的补充，私人企业会议和非政府组织会议、政府间会议紧密交融，使很多问题能够得到更充分的讨论，以寻求更广泛的解决途径。2001年10月，第一届美国与撒哈拉以南非洲国家贸易和经济合作论坛（也非正式地称作AGOA论坛）召开，到2010年8月，论坛已经召开九届，议题涉及贸易、投资和经济增长问题，同时非常重视政府效率、民主改革、基础设施、疾病尤其是艾滋病防治等问题，已经成为双方定期进行贸易和投资及相关问题沟通和交流的重要平台。
美国与非洲国家的经贸合作机制也不断拓展，从而为经贸合作的开展提供制度性保障。美国已经与撒哈拉以南非洲国家和区域经济组织签署11个贸易投资框架协议，与南部非洲关税同盟的五个国家签订贸易、投资和发展合作协定，与6个撒哈拉以南非洲国家签订双边投资协定，专门负责非洲事务的美国贸易代表还与撒哈拉以南非洲国家就WTO多哈回合谈判保持对话，并与一些关注美非关系的国会议员、美国和非洲的相关私人部门和社会团体等保持密切联系②。
