《跨区域流域生态补偿意愿及其支付行为研究/大连理工大学应用经济学前沿系列丛书》首先在对国内外流域生态补偿的动力机制开展理论研究和案例分析的基础上，通过分析辽河上游浑河流域生态补偿驱动力后，以《跨区域流域生态补偿意愿及其支付行为研究/大连理工大学应用经济学前沿系列丛书》提出的流域生态补偿机制的七个主要驱动力为基础，构建流域生态补偿的驱动力模型和运行机理模型，探索我国流域生态补偿的动力机制和补偿机理。其次，对辽河流域开展了基于差异性比较的流域生态补偿价值分析与评估，发现了辽河流域居民支付意愿WTP与其受偿意愿WTA之间差异性存在的主要特征及其本质原因，即引起WTP与WTA差异的原因有收入效应、惩罚效应和模糊性以及社会经济因素。最后，从经济个体和地方政府两个视角出发，在分析流域生态补偿利益相关者的基础上，对流域生态补偿主客体的支付行为开展了探索性研究，构建了基于WTP和WTA的流域生态补偿支付行为模型，提出了两种生态政策导向的受益者支付行为模型，阐述了流域生态补偿支付方的行为特征与相互关系。

Book Abstract

从资源环境产权市场交易的三个层次，即初始产权界定、交易权规定和交易制度安排上，综合研究我国资源环境产权市场的制度优化建设途径，提出三步连续而渐进的制度改变策略：第一，建立市场化的资源环境公共产权规制模式；第二，在现有的资源环境所有权安排条件下，实现资源环境使用权和经营权的市场化；第三，实行多元化和市场化的资源环境所有权制度，形成公私产权对接的完善的资源环境产权混合市场。这样才能责权利明确，强化生态环境保护的责任，激励和保护环境开发人的合法利益，预防和惩治环境损害者的破坏行为。
（2）制定生态补偿银行制度的政策法规。完善的法律法规体系是建立生态环境补偿机制的前提和基础。建立生态补偿银行制度不仅需要产权立法，还需要实施和监督领域的法规制度建设，甚至还要完善规划环境影响评价制度来保障生态补偿的规范性。因此必须加快进行相关的立法研究，为实施生态补偿提供充实的法律依据。
（3）转变生态补偿的主导模式。建立有效的生态补偿机制是促进中国全面、协调、可持续发展的重要举措。政府主导的生态建设工程项目是国家生态补偿的重要方式。地区自发形成的一些生态补偿模式具有很好的实践基础和强大的生命力，可以为制定国家生态补偿政策提供实践经验和示范作用。积极探索建立生态环境补偿银行制度，转变单纯的政府经济资金补偿制度，针对不同补偿对象，引人多元化参与机制，综合应用多种手段，实施积极的政策改革和制度创新。
