Author Description

托马斯·孟（Mun，T.），1571-1641，英国重商主义的代表人物，英国贸易差额说的主要倡导者，主要著作为《英国得自对外贸易的财富》。在书中，托马斯·孟批判性地发展了重商主义思想。他提出，在以货币为一国财富唯一形态的时代，要增加国家财富，使金银充裕，只有借助对外贸易，并在对外贸易中保持顺差。因此，顺差是衡量一国对外贸易财富多少的唯一尺度。重商主义的一整套系统的理论和政策，也被看作是重商主义的“圣经”，它对英国及西欧一些国家产生了巨大的影响。

1.他应该擅长书法、算术和会计，只有这样，才能使用仅在商人中采用的高贵的复式簿记法；他还应该熟悉以下业务的规则和形式：租船合约、提货单、发票、契约、汇票和保险单。
2.他应该熟悉所有外国特别是与我国有贸易关系的国家的度量衡和货币。对于货币，不但要知道它们各自有多少种不同的面值，还要知道其重量和成色。只有这样，他才能比较并计算出与我国货币的合理币值，也只有这样，他才能完全尽到一个商人的职责并完成自己的事务。
3.他应该知道他的商品向外国输出或输入时应向该国缴纳的关税、通行税、一般税种、各种课征费用或其他费用。
4.他应该知道每个国家哪些商品有富余，哪些商品短缺，还有这些商品的供给情况，即它们在何时以何种方式进入该国。
5.他应该了解并密切关注货款或汇票从一个国家汇至另一个国家的兑换比率，这样他才能更好地处理事务，并以尽可能有利的汇率将货款汇回本国。
6.他应该知道什么商品在哪些国家是禁止出口或进口的，否则在工作中就会遇到巨大的风险和损失。
7.他应该知道他的船只装运货物的价格和条件，并为这些往来于各国之间的货物和船只办理保险。他还应该熟知海内外保险机构的法律、规章和惯例，一旦他的船只、货物或二者同时遭遇到风险和不测时，这些知识可以使他的损失降到最低。
8.他应该是船只建造和修理方面的行家。也就是说，熟知建造和修理船只所需主材的品质和价格，以及造船工艺的好坏。当然，他也应该知道桅杆、滑轮、绳索、火炮、食物、军火及其他各种材料的品质和价格。同时他还应该知晓船长、高级船员和水手们的一般工资水平。因为上述所有方面都关系到身为船主的商人的利益。
9.对于一切商品和货物，他如果不具备完全的知识，起码也应该具备基本的常识（因为有时他会卖出一种商品，有时他又要买进另一种商品），以使自己看上去像是个各行各业的行家。
10.通过亲自出海航行，他应该使自己精通航海技巧。
