祝尔娟，女，1953年出生。首都经济贸易大学城市经济与公共管理学院教授，博士生导师，国家社科基金项目同行评议专家，北京市教育科学规划学科专家，中国城市经济学会学科建设专业委员会常务委员，中国太平洋学会太平洋区域海洋经济分会专家委员会委员，北京市行政区划与区域经济研究会常务理事，北京市经济社会发展政策研究基地执行主任等。曾获市级劳动模范、全国优秀教师等称号。
