“关务通·电子口岸系列”丛书作为面向广大电子口岸用户、为用户工作和学习提供业务指导的官方图书，自2012年首次出版发行以来，受到社会各界的广泛好评和电子口岸用户的充分肯定。

党的十八大以来，在全面深化改革的大背景下，进出口领域的改革步伐不断加快，党的十八届三中全会明确要求口岸管理相关部门要实现“信息互换、监管互认、执法互助”，党的十八届五中全会明确提出要“实施国家大数据战略，推进数据资源开放共享”，“建立便利跨境贸易电子商务等新兴贸易方式的体制，健全服务贸易促进体系，全面实施‘单一窗口’和通关一体化”。口岸管理部门深入贯彻落实中央关于稳增长调结构的决策部署，在关检合作“三个一”、“单一窗口”建设、全国通关一体化改革等方面进行了一系列重大业务改革，为电子口岸建设创造了新的发展机遇。这期间，电子口岸根据中央关于口岸管理工作的新要求，紧跟口岸管理部门业务改革的步伐，不断深化应用，优化服务，开发了一系列新的应用系统，并对相关系统功能进行了调整优化，为加强政府监管、便捷企业通关提供了更加有力的支持。

为了便于电子口岸用户及时了解电子口岸业务及系统操作的变化，中国电子口岸数据中心邀请富有一线工作经验的专家，结合当前口岸管理部门业务改革和电子口岸的最新发展，对“关务通·电子口岸系列”丛书进行了修订，希望能够为电子口岸用户提供具有针对性的通关指导。

本次《电子口岸实用功能》改版，对内容进行了大量的更新，具体情况如下。

第一章，对电子口岸的发展历程、基本内容、功能、建设成果等进行了修改补充，对涉及的统计数据进行更新，统一至2015年年底数据，使读者对电子口岸有更正确、更深入的认识。并根据目前各系统实际使用情况，对第四节“电子口岸联网项目介绍”整节进行重新梳理、完善，将进口付汇联网查询系统、出口收汇联网核查系统、通关单联网核查系统等具体项目介绍，调整至第四章“电子口岸联网项目”，与原第四章的内容进行整合完善，使其结构更加合理，内容更加详尽、更紧贴实际。

根据全国“三证合一”政策的实施，对第三章“电子口岸入网办理”内容、流程进行全面更新修改，为读者提供全面的、最新的业务办理指南，帮助企业少走弯路。

第四章更名为“电子口岸联网项目”，表述更加准确，与第一章第四节的内容进行整合，删除了铁路口岸信息平台、公路口岸系统、企业理单系统等已停用或即将停用的6个项目介绍；根据最新的业务情况，更新了出口收汇联网核查系统、原产地证联网核查系统、自动进口许可证联网核查系统等8个项目介绍；新增了交通部船舶位置信息联网系统、中欧海关AEO互认系统、新车辆进口证明书联网核查系统等3个项目。

第五章删除了已停用的原产地证书预录入子系统、电子归类预审核申报子系统、预归类申请子系统3个系统的介绍，新增了新快件通关子系统、保税货物流转子系统、海关行政审批网上办理平台、关企合作平台等7个新系统的介绍；对企业管理（新）系统、保税物流申报子系统等进行了内容更新，使内容紧跟系统发展变化。本次重点调整了和一体化通关相关的“一次申报”系统，增加了检验检疫局相关的内容。

最后，根据目前形势与发展，对第六章“电子口岸建设面临的形势及发展目标”进行重新分析撰写，让读者更深入地了解电子口岸未来的发展趋势。

改版后，本书紧跟新业务、新系统、新规范，让读者及时掌握电子口岸最新系统情况、操作规程，准确追踪新政策、新热点、新方向，为读者提供权威的、全面的电子口岸介绍，帮助企业少走弯路，准确运用电子口岸相关系统顺利通关。
