第一篇 现状与对策
第一章 中国林业生物质能源的发展现状与展望
能源是现代人类生存和发展所依赖的重要资源，随着经济、社会的快速发展，资源短缺和环境问题已成为制约我国国民经济发展的主要因素。开发利用新能源和发展可再生能源，已成为我国调整能源结构，解决生态环境问题的国家战略。生物质能源是十分重要的可再生能源。林业生物质能源品种丰富，发展潜力巨大。通过工业化利用途径，将富含油脂、木质纤维及非食物类果实淀粉的林木生物质材料转化为多种形式的能源产品和生物基产品，包括液体的生物柴油和燃料乙醇、固体成型燃料、气体燃料、直燃发电以及生物塑料等，对维护国家能源安全、改善生态环境具有十分重要作用。
1 我国经济社会可持续发展面临的能源与环境问题
在经济全球化和环境保护日益迫切的国际背景下，未来数十年，我国将面临严峻的能源、环境问题。集中表现在三个方面：
一是自然资源禀赋不足，能源供需尤其是结构性矛盾突出。我国石油、天然气人均剩余可采储量仅有世界平均水平的7.7％和7.1％，即使储量比较丰富的煤炭也只有世界平均水平的58.6％。按照目前探明储量和开采能力测算，我国煤炭、石油、天然气的可采年限分别只有83年、15年和30年，与世界平均水平230年、45年和61年相距甚远。我国正处于工业化、城镇化快速发展时期，增长的能源供应仍赶不上更快增长的能源需求。2005年我国能源消费达20.59亿t标准煤，所占比重超过了世界能源消耗增量的一半，特别是石油净进口量达到1.43亿t，对外依存度上升到43％。同时，我国能源资源分布很不平衡，大规模、长距离地运输煤炭，导致运力紧张、成本提高，影响了能源工业协调发展。即使充分考虑经济结构调整、技术进步以及节能等因素，2020年，一次能源需求预测仍将达到30亿t，标准煤。2020年石油缺口将达2.5亿t。
二是能源消费结构不合理，环境承载压力大。我国能源结构总体为富煤、缺油、少气，在一次能源消费中，煤炭所占比重高达70％左右。而且根据我国能源禀赋条件，以煤为主的能源结构在今后20年不可能有太大变化，再加上化石能源的大量使用，造成了日趋严重的环境污染。我国的二氧化硫和二氧化碳排放量分别居世界第一位和第二位。烟尘和二氧化碳排放量的70％、二氧化硫的90％、氮氧化物的67％均来自于燃煤。我国的温室气体排放情况已受到国际社会广泛关注，承担国际减排义务压力进一步加大。
三是国际环境复杂，利用国外资源难度加大。我国石油天然气资源相对不足，需要在立足国内生产保障供给的同时，扩大国际能源合作。但目前全球能源供需平衡关系脆弱，石油市场波动频繁，国际油价高位振荡，各种非经济因素也影响着能源国际合作。全球资源约束问题、运输能力问题、国际政治问题以及安全问题都加大了我国利用国外能源资源的难度。
