（六）实证分析和规范分析
经济学中的实证分析就是客观描述经济事件“是什么”（或“不是什么”），它要揭示有关经济变量之间的因果关系。经济学中的规范分析就是研究经济活动“应该是什么”，或研究“应该如何解决经济问题”。“政府应该紧缩银根以利于控制通货膨胀”、“政府应该对大学教授予以补贴，以更好地发展高等教育”便是一种规范性表述。
第一，是否以一定的价值判断为依据，是实证经济学与规范经济学的重要区别之一。
第二，实证经济学与规范经济学要解决的问题不同。实证经济学要解决“是什么、为什么”的问题，即要确认事实本身，研究经济本身的客观规律与内在逻辑，分析经济变量之间的关系，并用于进行分析与预测。规范经济学要解决“它应该是什么”的问题，即要说明事物本身是好还是坏，是否符合某种价值判断，或者对社会有什么意义。
第三，实证经济学的内容具有客观性，它所得出的结论可以根据事实来进行检验，也不会以人们的意志为转移。规范经济学的内容则没有客观性，它所得出的结论要受到不同价值观的影响。不同阶级地位，具有不同价值判断标准的人，对同一事物的好坏会作出截然相反的评价，谁是谁非没有什么绝对标准，从而也就无法进行检验。
第四，实证经济学与规范经济学尽管有上述三点差异，但它们也并不是绝对互相排斥的。规范经济学要以实证经济学为基础，而实证经济学也离不开规范经济学的指导。一般来说，越是具体的问题，实证的成分越多；而越是高层次、带有决策性的问题，越具有规范性。
实证分析范式如下：
（1）定义：是对经济学所研究的各种变量规定出明确的含义。
（2）假设：是某一理论所适用的前提。任何一个理论都有假设条件。这些假设条件有时以公理的形式出现，而且在某些地方还不加以说明（因为它太显而易见）。假设是对现实生活的一种简化，它们是理论推导的前提。一般来说，我们可以将经济学中的假设分成三类：方法论上的假设、技术假设和行为假设。
（3）假说：是对两个或更多的经济变量之间关系的阐述，也就是未经证明的“猜想”。理论化的一个关键步骤就是形成假说。它是关于两个或两个以上变量如何相关的一种表述。假说可以用文字表述，也可以用图像描述，还可以用数学（函数关系）进行刻画。
（4）预测：是根据假说对未来进行预期。预测是从理论的假设和假说中逻辑推导出来的一种表述。一个科学的预测是一种条件表述，通常采用下列形式，如果你做这个，那么便会有什么、什么随之而来。
