赵亚平，山西平遥县人；毕业于中国人民大学商学院，经济学博士，北京联合大学商务学院教授，国际经济研究所所长，国际贸易学科带头人。曾在《管理世界》《财贸经济》《经济日报》（理论版）《宏观经济管理》《宏观经济研究》等核心期刊发表学术论文70多篇，其中6篇论文被中国人民大学报刊复印资料全文转载；出版专著《利益矛盾与我国统一市场问题研究》，合著《跨国零售在华滥用市场优势地位及其规制问题研究》，编著《国际贸易：理论、案例与分析》《现代市场营销理论与方法》，参编《中国商业理论前沿》等共70多万字。曾主持多项省部级课题研究；学术论文多次获省部级奖励。

随着服务贸易全球化的发展，发展服务贸易以转变中国对外贸易增长方式已经成为经济工作的一个主要任务。胡锦涛总书记在党的十七大和中央经济工作会议上明确要求“大力发展服务贸易”；温家宝总理在中央经济工作会议上也明确提出要“努力扩大服务出口”。从1995年开始，北京就显现出服务业不断增加的趋势，服务业与服务贸易在北京经济中的地位与作用逐步增强。北京已经成为以服务经济为主的城市。随着服务业的快速发展，服务贸易也逐年增长，并对推动北京经济发展产生着巨大的作用。然而，跟全国一样，服务贸易发展问题对于北京来说还是一个新课题，需要进行全面、系统、深入的研究。
1.1 研究背景
1.1.1 北京以服务业为主的产业结构定位的需要产业结构定位是指在一个空间范围内，形成以什么经济为主的产业结构。我国“十一五”规划中明确提出，“大城市要把发展服务业放在优先地位，有条件的要逐步形成服务经济为主的产业结构”。所以，北京的产业结构定位应该是以服务经济为主导、服务贸易为先导在经济发展中占主导地位的产业结构，并且服务产出、服务业就业、服务贸易、服务消费、服务业投资等都成为经济活动的主导部分。

随着经济发展和科技水平的提高，以金融、保险、信息服务和商务服务为代表的知识和信息密集型现代服务业在各国国民经济中所占比重显著提高，并由此带动了国际服务贸易的发展，使其交易内容日趋扩大，贸易结构日趋优化，知识、技术和信息密集型的新兴服务贸易成为世界贸易的重要组成部分。一国服务业的发展可以为服务贸易提供坚实的发展基础和支撑，服务贸易则为服务业发展带来新的竞争和发展动力、引进新技术和经验，创造更广阔的市场空间，成为一国经济发展的重要动力。服务贸易具有更多依靠知识和资本的集中、对资源和环境依赖较少的特点，使其成为我国一种颇具吸引力的新的经济增长点。
作为我国政治、文化与国际交往的中心，北京具有发展服务业与服务贸易的经济结构与资源优势。当前，北京市已经确立了“以高新技术为先导，逐步形成高度发达、功能完善的第三产业，技术先进的第二产业，现代化的第一产业，结构优化的开放经济”的发展战略目标。通过结构调整和产业升级，北京将逐步实现从重化工业为主的产业结构，向以高质量、高素质、高水平的服务业和技术含量高、竞争能力强的新兴工业为主的产业结构升级。近几年来，北京市服务业不断发展，服务业产值占北京GDP的比重已经达到70％以上，说明北京已经进入服务经济社会。
自2007年以来，北京市发展改革委员会先后发布《北京市“十一五”时期产业发展与空间布局调整规划》《北京市产业结构调整指导意见》《北京市“十一五”时期服务业发展规划》等一系列文件，明确提出北京市产业发展思路。
