第一，弥补市场失灵。由于外部性、规模经济等市场失灵现象的存在，单靠市场机制来调节市场是不可能实现的，总会有市场失灵的时候，这个时候就需要政府来进行弥补。政府可以通过执行各种政策法规来解决产业转移过程中出现的基础设施投资不足、过度竞争、环境污染、重复建设等问题。
第二，优化资源配置。市场的力量有时是盲目的，其作用主要是事后调节。在市场机制下，不可避免会有浪费资源的现象出现，也有导致经济危机的可能性。在市场机制的基础上，政府通过宏观调控的手段，可以通过科学的预见实现事前调节，避免不必要的资源浪费与闲置。
第三，维护区域的经济安全。政府可以保持宏观经济的稳定性，避免市场经济活动的过度波动，维护区域的经济安全，为区域经济的平稳有序发展提供支持。
2.政策措施决策
第一，产业转出区政策决策。我们所说的产业转移方式指的是产业中的企业个体的转移方式，不同产业中的企业、相同产业中不同企业在转移方式决策中都是从微观个体出发来考虑的，企业通过对外投资、对外贸易、对外技术转让等具体方式来实现产业转移。而政府实现产业转移的手段和方式要跟政府的作用联系起来，政府是通过其具有的职能作用制定经济手段、法律手段以及一定的行政手段来推进其产业转移的。对于产业转出区政府来说，在明确了要转移的产业以及要转移的区域之后，对于不同的待转移产业会采取不同的政策措施。产业转出区政府的决策会影响企业和产业在转移过程中的成本。在鼓励政策下，转移成本会比较小；而在挽留政策下，转移成本相比就会变大。
对于那些可以被转移出去，但是转移之后很可能会带来产业空心化或其他不利影响的产业，政府通常会采取“挽留”政策。政府可以通过相应的行政指导、信息服务、税收减免、融资支持、财政补贴等方式来降低该产业在本区域的各种成本，增强其竞争力，达到挽留该企业或是产业继续经营的目的。
