三、以营造扩大内需的消费环境为中心，进一步优化流通产业结构
流通产业结构是随着生产、消费、技术发展而不断演变的，流通领域的变化反映着社会经济的客观要求，同时流通业结构的优化也推动着生产、消费、技术与社会经济的演变，并越来越成为重要的先导因素。经济发展的动力机制更多需要消费拉动，消费拉动需要通过流通，而流通业态的变化和商品结构的变动则是由消费结构决定的。为此，第一，应合理、有序地推进城市化，注重增强城市自身的经济实力和提高人们的购买力水平，进一步提高城市化对流通业发展的带动作用；在加快浙江省工业化、城市化步伐的同时，要不断推进流通业的市场化改革，建立规范的市场运行秩序，通过加速市场化进程带动流通业内部结构的优化升级。第二，批发零售贸易业要改变传统的经营方式和组织形式，运用连锁经营、物流配送、电子商务等现代流通方式。传统的交通运输、仓储与邮政业要改变简单的提供运输和仓储等服务方式，逐步向现代物流企业转化，加快新兴流通业的发展。第三，进一步实行市场准人开放化，允许和鼓励个体、私营、外资等非国有经济进入流通业，形成与国有流通企业相互竞争的局面，增强市场机制的作用，提升整个产业的综合质量。
四、以深化国有流通企业改革为抓手，完善流通产业所有制结构调整
首先，政府要认真研究国有流通企业在竞争性领域的去留问题，积极鼓励具有一定实力的大中型流通企业，通过兼并、收购、连锁和联合等形式，连小成大，引导和培育一批资本雄厚、经营规模大、市场拓展能力强的大型流通企业和企业集团。其次，要继续优化非国有经济的发展环境，支持民营流通企业做强做大，鼓励混合所有制经济进一步发展；优化改造大型批发市场，重构现代批发体系，积极推进连锁经营发展，及时调整零售餐饮业的业态结构。第三，要继续扩大对外开放，引进流通先进技术、先进的管理模式和经营理念，发挥“示范效应”，在为内外资流通企业构建公平竞争环境的基础上，进一步加大对民族流通企业的扶持力度，创造流通企业发展的良好政策环境。
