2.1 引言
公共经济学有实证和规范两个目标；其目的不仅要描述公共政策的效果，而且要对它们进行评价。这就要求我们构建包括以下两个组成部分的人类决策模型：一部分描述选择，而另一部分描述福利。基于选择，我们可以预测政策改革对个体行动以及价格和资源配置的影响。基于福利，我们能够确定这些变化是有益于消费者还是会伤害消费者。
传统上，经济学家不区分经济模型的行为和福利。这种区分不是必要的，因为标准的福利分析立足于显示性偏好理论。也就是说，我们可以从人们的选择中推断其需要。当进行政策评价时，我们试图充当个体的代理人，从相应条件下观察到的消费选择中推断他可能的政策选择。
