Author Description

李耀尧，1965年11月生，江西吉安人，江西财经大学经济学学士，暨南大学经济学硕士、博士。曾先后供职于江西宜春地区行政公署统计局、江西宜春行署政策研究室、广州经济技术开发区政策研究室、广州开发区委组织部（人事局）、广州市萝岗区夏港街道办事处，现为广州开发区（萝岗区）政策研究室副主任。研究领域为政府经济学、产业经济学和区域经济学，公开发表学术论文10多篇，出版专著2部。

Book Abstract

比较优势淡化使中国开发区成为发展的“孤岛”。王恺（2004）指出，中国开发区已经出现“孤岛效应”，希望开发区能走出“孤岛”，融人中国整体发展的主旋律，但其基调是深切的忧患和危机意识；继而他论证了5种孤岛形式：经济孤岛、功能孤岛、地理孤岛、政策孤岛和心理孤岛。所谓经济孤岛，是指中国开发区经济结构的单一性、脆弱性以及融入国内经济系统的非对称性，即单一的外资、工业对于经济增长带来的脆弱与乏力；所谓功能孤岛，是指由于中国对外开放的梯度结构而产生，即中国对待外资政策的摆动以及非开发区区域参与竞争的格局；所谓地理孤岛，是指开发区一般远离母城而使其难以享受母城辐射等外部经济效应，这使开发区往往产生较高的开发建设成本；所谓政策孤岛，是指给予开发区一定的优惠政策是国际惯例，但政策优惠只能在特定区域内有效而不能外溢，所以开发区就成为政策孤岛；所谓心理孤岛，是指开发区人面对日益严重的国际国内形势所感到的茫然与困惑。①他们分析的虽然是经济技术开发区，但是具备孤岛效应的还可能包括现今我们拥有的其他经济功能性开发区。在这里，之所以说开发区是“孤岛”，是因为开发区的立法地位、制度规范、比较优势淡化以及对周边缺乏辐射带动等问题。中国开发区从一开始就没有真正的立法地位，没有从法律上给予开发区应有地位；中国开发区一开始也是“点”的发展，没有扩展为“线”与“面”发展，给人们感觉是“飞地经济”、与世隔绝。同时，随着中国改革开放的加速推进以及中国加入WTO后的发展态势，开发区明显存在比较优势淡化甚至丧失的危险，使得开发区更具“孤岛效应”。
另外，各开发区规模大的产业集群多由外资控制，依靠特殊政策和低劳动力成本、产品附加值不高，而出口量又往往占世界市场的相当份额。这样很容易激发国际贸易摩擦，如通过技术性壁垒和反倾销条款闲置产品的出口。
5.环境性风险
在传统高消耗、高污染和低效率的产业模式下，产业活动对生态环境的消极作用主要归因于企业间产业关联、竞争以及资源利用关系等因素作用下的群体行为效应（李昆，2010）。随着生产要素和产业集聚的增加，将导致土地、劳动力等要素成本不断上涨，而周边成本更低的新竞争者的出现，将促使集群内企业向其他地区转移。这种现象在东部部分开发区已经出现。
